The Position: The SEA victims’ rights Officer will work closely with the Interagency PSEA Coordinators on a victim-centred, gender- and child-sensitive and non- discriminatory approach to support SEA victims and in coordination with PSEA Network members responsible for providing assistance and support to victims, including the Gender-based Violence and Child Protection AoR Coordinators. Under the supervision of the Coordination Specialist, GBV and MHPSS, and in close coordination with the humanitarian and Sexual and Reproductive Health (SRH teams, the SEA victims’ rights Officer will support the day-to-day implementation and coordination of project activities across targeted locations. This includes coordination with implementing partners, monitoring progress against workplans and targets, supporting financial and administrative processes, and ensuring compliance with UNFPA procedures and European Union humanitarian aid requirements. In March 2017, the Secretary-General outlined a comprehensive strategy to prevent and respond to sexual exploitation and abuse (SEA) across the United Nations system. The elements of the strategy are to: (a) prioritize the rights and dignity of victims; (b) end impunity through strengthened reporting and investigations, including by clarifying limitations on the United Nations capacity to achieve criminal accountability; (c) engage with Member States and their institutions, civil society and external partners; and (d) improve strategic communication for education and transparency. The responsibility of United Nations entities and its implementing partners to provide assistance and support begins as soon as information indicating that an individual may be a victim of SEA by staff and related personnel is received. To support the implementation of the United Nations Comprehensive Strategy on Assistance and Support to Victims of Sexual Exploitation and Abuse by United Nations Staff and Related Personnel (2008) and the United Nations Protocol on the Provision of Assistance to Victims of Sexual Exploitation and Abuse (2019) it is crucial to strengthen a coordinated and victim-centered approach to the provision of assistance and support to complainants and victims of SEA. You would be responsible for: Under the overall guidance and direct supervision of the Coordination Specialist, GBV & MHPSS, the SEA victims’ rights Officer will undertake the following tasks: Specific roles and responsibilities: * Support the implementation of policies, procedures, and programmes on victims’ assistance and support at the country level, in consultation with the Interagency PSEA Coordinators. This includes facilitating training and other relevant activities, as well as ensuring effective coordination with key stakeholders such as the Gender Based Violence (GBV) and Child Protection (CP) Areas of Responsibility (AoR) for SEA victims’ assistance and support. * Assist the Interagency PSEA Coordinators, as required and subject to contextual factors, in conducting a mapping exercise of available services and gaps for health, legal, psychosocial, and material support. * Support the Interagency PSEA Coordinators in promoting victim-centred provision of assistance, including in the context of PSEA Action Plans at the national and sub-national levels, referral pathways and administrative investigations * Advise the Interagency PSEA Coordinators on individual cases requiring victim assistance and support as necessary. * Provide guidance, advice, and technical expertise on victim-centred approaches, best practices, and relevant policies and ensure gender- and child-sensitive approaches and respect for victim’s rights during administrative investigations, including protection measures to organisations responsible for providing assistance and support to SEA victims. * Support the development and review of project proposals for the United Nations Trust Fund in Support of Victims of Sexual Exploitation and Abuse as as well as for other donors for funding for PSEA including victims’ rights initiatives. * Support SEA victims in reporting incidents, accessing appropriate support services, and ensuring their rights and dignity are respected throughout the process. Maintain regular contact with SEA victims and coordinate with relevant actors to ensure timely support. * Promote accountability and transparency in addressing SEA incidents * Monitor and document assistance to victims and children born as a result of sexual exploitation or abuse, including through collecting data and analysing trends to inform policy and programmatic interventions. * Maintain and regularly update the SEA allegations tracker, ensuring aggregate and anonymized data shared by PSEA Network members is captured in order to identify SEA trends in Myanmar. * Participate in the Interagency PSEA Network coordination meetings and workshops at country level. * In collaboration with the Interagency PSEA Coordinators, support the facilitation of quick SEA risk assessments at both the national and subnational levels. * Participate in monthly meetings of victims’ rights focal points chaired by the Victims’ Rights Advocate in order to exchange good practices and information, and any retreats or special meetings as possible. * Perform other duties assigned Qualifications and Experience: Education: * An advanced degree in Public Health, Social Sciences, Project Management, or a related field. Knowledge and Experience: * Up to 2 years of relevant and progressive technical-level experience in child protection, gender-based violence, human rights, or related fields. * Experience in developing and facilitating training and capacity-building activities. Demonstrated ability to handle sensitive issues with discretion, maintaining confidentiality in all aspects of case management. Familiarity with data protection and confidentiality measures is required. * Prior work in humanitarian or development settings, ideally with direct involvement in PSEA initiatives. * Strong understanding of international development and humanitarian architecture. * Knowledge of the UN system and global coordination structures. Languages: * Proficiency in English and the Myanmar language. * Fluency in other ethnic languages (Shan, Karen, Kachin, Rohingya) is an asset.
