Job description Scope of Project Climate Analytics is currently implementing a project to develop an integrated methodology for attributing extreme heat events and their subsequent impacts in the Global South to human-induced climate change. This initiative establishes a robust framework that links greenhouse gas emissions to specific climate damages through quantitative allocation analysis, adapts extreme event attribution science for climate-vulnerable regions, and assesses the resulting socioeconomic impacts. Scope of Consultancy To ensure the project's success and local relevance, Climate Analytics is now seeking to engage a local expert to perform one of the case studies: Manila, Philippines. The consultant will conduct essential in-country activities, including data collection, background literature research, and contextualizing the framework for the specific regional realities of Manila (Philippines). The local expert's work will include: Contributing to the Socio-Economic Impact Assessment for the Manila case study by gathering qualitative and quantitative data on the socio-economic impacts of extreme heat from non-traditional, local sources, including interviews and approaching local stakeholders for non-public data (e.g. hospitals, health care providers, local employers, policy makers, etc). Socio-economic impacts of interest include mortality, morbidity, and heat related losses in labour productivity and income (including in informal employment), as well as other effects such as poverty, indebtedness, caregiving responsibilities. Performing background-literature research on current local heat-health adaptation interventions (policies, programs, pilot projects, and other initiatives) to more comprehensively understand exposure and vulnerabilities of the focus geography. Bring in local expertise on socio-economic context including local characteristics and social norms to be mindful of for the data evaluation Expected Deliverables The consultant will be responsible for the following deliverables over the contract period: Deliverable Output Timeline Progress Reporting Bi-weekly update meetings and one final wrap-up session. Every two weeks; Local data gathering/stakeholder interviews Approach at least five local sources for data (e.g. hospitals, morgues, labour organisations, health providers, … ). Minimum of six interviews with experts or key local stakeholders; transcripts and engagement summary. Continuous; main field work finalized by end of August Socio-Economic Impacts Summary Living document compiling quantitative and qualitative impacts data with context. Continuous; final version due before wrap-up Policy Landscape Review Living document summarizing policies, programs, and initiatives on heat-health adaptation. Continuous; final version due before wrap-up Final Submission Delivery of all finalized documents, transcripts, and summaries. Wrap up by end of Sept 2026, available for questions until end of Oct. Your profile Required expertise and qualifications The ideal consultant is a professional locally-based in Manila (Philippines) with deep roots and proven experience in conducting field research and stakeholder engagement within the specific case study location. Essential Qualifications Local Presence & Language: Must be physically based in or very near the case study location and fluent in the relevant local language(s). Field Research Experience: Demonstrated experience in qualitative data collection, such as conducting interviews, facilitating focus groups, or engaging with institutional stakeholders. Stakeholder Network & Access: Proven ability to navigate local institutions and communities. Existing contacts or a clear strategy for accessing key data sources. Cultural & Contextual Understanding: Deep understanding of the socio-economic and cultural context of the case study location, including the structure of the local labour market and health systems.
