UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.   Job Purpose: The purpose of this consultancy is to develop a Technical Guidance on SRH/GBV preparedness  that integrates the Minimum Initial Service Package (MISP) into district-level health sector preparedness plans Scope of work The consultancy will develop a National Technical Guidance for SRH/GBV Preparedness, operationalizing MOH Regulations (No. 75/2019, No. 6/2024, and No. 2/2025). This framework will bridge high-level policy with district-level execution by integrating Anticipatory Action (AA), standardized MISP costing, and options for sustainable source of financing. The scope of work includes: Phase I: MISP readiness assessment and Desk Review * Institutional Gap Analysis: Conduct a National MISP Readiness Assessment to evaluate the national coordination capacity, leadership functions, workplan, and financing mechanisms in ensuring the implementation of  SRH/GBV services during emergencies. This assessment will follow the UNFPA MISP Readiness Assessment (MRA) tool.  * Identification of Triggering Indicators & Data Mapping: Identify "Early Warning" indicators (e.g., BMKG forecasts, hydrological data) and establish specific threshold levels that trigger SRH/GBV readiness interventions. * A budgetary barriers review:  An analysis of funding mechanisms p to identify specific entry points within national and regional budgets that can sustainably support financing the disaster preparedness and SRH/GBV response at the district level. Phase II: Development of Technical Guideline on SRH/GBV preparedness * Integration of Anticipatory Action (AA): Integrating the AA approach into the technical guideline that includes identification of the "Pre-Impact" phase,  who does what when a trigger hits (e.g., 72 hours before a predicted flood); pre-positioning and early distribution of Reproductive Health Supplies,  customized Dignity kits, and RH sub-cluster coordination. * Developing step-wise technical guideline: Draft a technical guideline for SRH/GBV preparedness that integrates the AA approach, MISP, and step-wise operating procedures for the SRH/GBV preparedness. Phase III: SRH/GBV preparedness costing and potential financing mechanisms * Standardized Costing Tool: Based on the identified SRH/GBV preparedness steps, to create a scalable "Unit Cost" model for SRH/GBV preparedness components that district health offices (Dinkes) can plug directly into the district Work Plan and Budget. * Mapping Financing mechanisms for SRH/GBV preparedness and MISP response: Detailing potential financing mechanisms for SRH/GBV preparedness and MISP response, including looking at potential funding sources such as: * APBN/APBD: Optimization of BOK (Health Operational Assistance) and DAK (Special Allocation Fund). * Dana Desa: Guidelines for utilizing Village Funds for community-level SRH preparedness. * BTT (Belanja Tidak Terduga): Legal pathways to trigger Unforeseen Expenses for AA before a formal "State of Emergency" is declared. * others Phase IV: Validation and Dissemination Present the draft outputs in the validation workshops with MOH, BNPB, and pilot District Governments to validate the technical guideline and feasibility of the proposed financing mechanisms. Expected Outputs The Consultant  will deliver the following tangible results: 1. A National-level MISP Readiness Assessment Report following the UNFPA MRA tool. 2. SRH/GBV Preparedness Technical Guideline for District-level containing:  1. A comprehensive technical guide that includes Anticipatory Actions and step-wise operational procedures for SRH/GBV preparedness. 2. SRH/GBV preparedness costing model and financing mechanisms. The financing mechanisms include mechanisms to finance SRH/GBV preparedness as well as for MISP response. Intended audience: The main audience and primary users of these outputs are the Ministry of Health, the District Health Officer, the BPBD, programme managers, and humanitarian actors. Duration and Working Schedule The consultancy will be carried out for 50 workdays, spread over approximately 4 months (April - August 2026). The final product is expected to be available by the 4th week of August 2026 Delivery dates and how work will be delivered The consultant is to develop the technical guidance in the Indonesian language, and a summary in English.  In relation to copyright, all materials or documents resulting from this consultation service will remain the property of UNFPA. The consultant is obliged to provide soft copies of the deliverables, including all annexes, so that all results can be independently verified for their accuracy before the reports are finalized and released. 1st Deliverable - 8 May 2026 (TBC) : Submission of the Outline of the Technical Guideline SRH/GBV preparedness 2nd Deliverable - 30 June 2026 (TBC) : Submission of (a) Draft National-level MISP Readiness Assessment Report following the UNFPA MRA tool, and (b) Draft Technical Guideline SRH/GBV Preparedness 3rd Deliverable - 31 July 2026 (TBC) : Submission of the Final report of the National MISP readiness assessment. 4th Deliverable - 20 August 2026 (TBC) : Submission of the Final Technical Guideline SRH/GBV Preparedness  and Executive Summary (in English) Monitoring and progress control, including reporting requirements, periodicity format, and deadline A team of UNFPA, MOH, and BNPB will provide directions to the consultants through regular meetings or virtual discussions. An outline will be agreed upon to guide the consultant in conducting her/his work. This team will also review the product developed by the consultant Supervisory arrangements Under the overall guidance of the Representative and quality assurance by the Assistant Representative, the consultant will work under the day-to-day supervision of the UNFPA Humanitarian Programme Analyst. The consultant is expected to report the progress to the UNFPA Humanitarian Programme Analyst.
