The Position: The Finance Assistant will ensure the effective functioning of the Finance Unit ensuring the accuracy of the work, integrity, and client-oriented approach.  They will support the Operations team and Finance unit in performing financial services, supporting programme implementation, by filing and payments processing, including advances, travel entitlements, digitalizing, filing and archiving financial documents in a way to be easily accessed and retrieved by the relevant staff members.  The incumbent will work closely with operations and programme units of the UNFPA Afghanistan CO and will directly report to the Finance Associate. Job Purpose: To support the delivery of effective financial services, you will uphold the highest standards of accuracy, integrity, and professionalism; demonstrate a strong sense of responsibility and client orientation; and ensure compliance with UNFPA financial rules, policies, and procedures in the processing, recording, and management of financial transactions and documentation. You would be responsible for: * Support the Finance Unit to plan, organize and manage the workload to ensure the country office financial reporting process is achieved in a timely and accurate manner. * Provide support to the Finance Unit in preparation of programme and operating budgets. * Provide support to the Finance Unit to ensure swift processing of financial transactions, including payments to vendors, claims, cost recovery, billing, overtime payments. * Share payment guidance with all vendors and conduct regular invoice reconciliation with vendors and account balance with UNDP, bring any differences to the attention of the Finance Associate for timely follow up actions. * Facilitation of vendor profile creation for UNFPA payees.  * Provide support to the Finance Unit on liaising with UNDP to verify that financial transactions are made on time including the refund of money deposited in UNDP account; and ensure accuracy of computation, chart of accounts and attachment of required documents. * Provide support to the Finance Unit on handling financial and banking related matters for the office operations and answer related queries. * Track and follow up the advance DSAs with relevant staff members and team. Receive the F 10 claims and check the completeness of the supporting documents. * Check and reconcile the UNFPA accommodation log sheet and income on a monthly basis and provide the invoice/notification for tenants.   * Processing of Rest and Recuperation and Danger Pay entitlements for international staff. * Prepare Payment Requests through AO-Docs for the payments related to the UNFPA Afghanistan country office. * Check the telephone bills and monitor recovery charges for private/personal calls made by staff with postpaid phones. * Reconcile the postpaid phone numbers with the telecommuting companies’ invoices and ensure the accuracy of invoices  * Manage the overall filing system and database for the Finance Unit, ensure all the records are properly maintained and in format. Track documents removed from files to ensure they are returned. * Any other tasks assigned by the Finance Associate. Qualifications and Experience:  Education:   * Secondary Level Education in Economics or Business Administration. University Degree is desirable. Knowledge and Experience:  * At least five years of relevant experience in finance or accounting. * Knowledge on finance ERP system Quantum is required. * Proven experience and track record in successfully managing and implementing financial policies, processes and systems in development organizations or private sector is desired.  * Ability to produce analytical reports and write clearly and concisely. * Working experience with UN organization is as asset. Languages:  * Working knowledge of English, both written and oral, is required.
