Description

The Position: The SRH / Maternal Health Analyst post is located in Kassala, Sudan. S/he will work with the state office staff, government counterparts, and implementing partners to support the planning, implementation, and monitoring of Sexual and Reproductive Health and Rights programs. The SRH / MH Analyst will contribute to the Reproductive and Maternal Health program formulation, planning, and implementation follow-up, joint programming initiatives, and national development frameworks. S/he will be a member of the Sexual Reproductive Health and Rights Program team and collaborate with the other program units (Gender and Social Norms, Population and Data, and Humanitarian) to ensure synergies among the units. S/he will work closely with program staff to facilitate the completion of the UNFPA work plan, its implementation, and reporting. The SRH / MH Analyst will support the Kassala office’s designated area, which currently encompasses Kassala State only. The SRH/MH Analyst will report directly to the Gedaref Head of Sub Office and will receive technical guidance and supervision by the SRH Specialist / Team Lead in the main Country Office. In a world where fundamental human rights are at risk, we need principled and ethical staff who embody these international norms and standards and who will defend them courageously and with full conviction. Since mid-April 2023, the ongoing conflict, along with previous conflicts dating back to 2003, has led to Sudan becoming the world’s largest internal displacement crisis. As of late 2025, approximately 9.3 million people were displaced internally, and 2.6 million are returnees most to Khartoum. This mass displacement has crippled essential services, disproportionately affecting women and girls. Sudan’s health system, already under strain prior to the conflict, has now largely collapsed. The Sudanese health system continues to face significant operational strain, impacting the delivery of life-saving medical services. According to the regular mapping conducted by the Health Cluster, only 1,144 out of 1,572 monitored health facilities (approximately 73%) remain functional, reflecting a severe reduction in national health coverage. Within this fragile framework, maintaining the emergency obstetric and neonatal care (EmONC) network is of top importance to mitigate maternal and neonatal mortality. Data from the National Reproductive Health Programme’s regular mapping indicates that 88% of designated EmONC facilities are currently operational. Specifically, 64 out of 73 basic EmONC facilities and 78 out of 89 comprehensive EmONC facilities are providing services. While these figures suggest a degree of resilience, the categorization of functionality of many facilities is misleading due to sporadic supply chain disruptions, energy shortages, and localized insecurity, necessitating sustained technical and material support to prevent further systemic collapse The conflict has created immense barriers to maternal and reproductive healthcare. Over 746,917 pregnant women and 5.6 million women and girls of reproductive age lack access to essential services. An estimated 1.2 million pregnant and breastfeeding women face acute malnutrition. Access to skilled birth attendance, antenatal/postnatal care, and EmONC is nearly impossible in many regions. Community midwives are displaced, unequipped, and unsupported. The absence of a functional Maternal Death Surveillance and Response (MDSR) system and disrupted monitoring frameworks further impair timely health interventions. Attacks on central supply warehouses and transport routes have caused nationwide stockouts of life-saving SRH commodities, including essential EmONC medicines, contraceptives, infection prevention and control supplies, and HIV-related items. UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in Program results. Job Purpose: The SRH / MH Analyst reports to Gedaref sub-office, under the direct supervision of the Gedaref Head of sub-office and the technical guidance and supervision of the SRH Team Lead in the main Country Office. S/he will contribute to the effective implementation of UNFPA activities in the areas of sexual and reproductive health and emergency obstetric care. S/he will provide technical assistance and contribute to the development of work plans and will establish and maintain collaborative relationships with counterparts in government, implementing partners, and civil society to address emerging issues and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate. You would be responsible for: Provide quality programmatic and quality technical support to UNFPA implementing partners in project planning, implementation, and monitoring of program activities in accordance with work plans. Facilitate the work of consultants, advisers, and experts working in the state, and establish and maintain cooperative relationships with government counterparts and civil society organizations, including community-based groups, women- and youth-led organizations, to address emerging SRHR, gender equality, adolescent and youth SRH issues. Contribute to the achievement of program results by supporting Sexual and Reproductive Health (SRH) interventions with attention to Emergency Obstetric and Neonatal Care (EmONC), including men and boys’ engagement, SRH interventions for persons with disabilities, and other marginalized groups. Work with implementing partners to design, plan, implement, and monitor program initiatives related to rights-based quality SRH service delivery, including adolescent and youth SRH, EmONC, family planning, sexually transmitted infections/HIV, and management of sexual and gender-based violence (clinical management of rape), and provide capacity-building support when required. Report on the progress of SRH projects in the targeted areas and conduct monitoring field visits (including the local-level coordination of Third-Party-Monitoring), to monitor and validate programme performance, ensuring that implementing partner reports are timely and align with actual service delivery. Contribute to the implementation of effective knowledge management strategies, including the dissemination of national guidelines, protocols, and information, education and communication (IEC) materials for improved RH and family planning service delivery. Work with Country Office staff to apply UNFPA business processes for the management of implementing partners working in SRH, including work planning, monitoring, and reporting on programs and results, including communication and best practices. Monitor SRH UNFPA program and financial implementation by keeping a close record of the progress of activities, funds being expended at the project level, and agreements being made with local partners, including analytical tracking of program indicators. Support the development of national capacities in SRH both at the institutional level and with key partners, seeking to provide high-quality programmatic and analytical support in accordance with the UNFPA mandate. Contribute to the review of laws, policies, strategies, and products on SRHR when UNFPA is involved. Participate in communication, advocacy, and resource mobilization efforts of the Country Office by ensuring the preparation of relevant documentation, including project summaries, contribution to sitreps, missions, presentations, and participating in related meetings and Country Office events. Participate in relevant workshops and events, enhancing UNFPA's mandate on SRHR and supporting efforts to ensure that SRHR issues are incorporated into state development plans and frameworks. Support proper emergency preparedness and contingency plans in the areas covered by the office. Lead the subnational SRH Working Group for the Eastern Coordination mechanism, and participate in and support the national SRH Working Group meetings and activities. Support last-mile assurance activities by coordinating with implementing partners and relevant health authorities to verify that SRH and maternal health supplies reach intended health facilities and are appropriately utilized for service delivery. Monitor Stock, identify gaps or risks affecting access and quality of care, and report findings to inform timely corrective actions and program decision-making. Carry out any other duties as may be required by UNFPA leadership. Qualifications and Experience: Education: Advanced degree in Public Health, Medicine/Health Sciences or other related discipline. Knowledge and Experience: At least 2 years of relevant professional experience at the State or national level in the field of sexual and reproductive health, maternal health, or population activities, with progressively increasing responsibilities. Experience in program/project implementation, including involvement in multi-sector initiatives, supporting proposal development, and liaising with relevant and potential project partners. Knowledge of the national health system and national models for the provision of health services. Knowledge and understanding of the quality of care and human rights applied to users of health services in SRH, including basic familiarity with clinical care considerations for survivors of sexual violence. Experience in culturally sensitive programming. Knowledge of the Minimum Initial Service Package (MISP) for Reproductive Health (RH) with counterparts and communities is considered an asset. Demonstrated experience in programme/project planning, follow-up, monitoring, and evaluation, including basic data analysis and analytical reporting. Ability to provide programmatic support and contribute to the production of quality results within assigned areas of work. Knowledge in Microsoft Excel, including the ability to create and manage spreadsheets, use essential functions (e.g., pivot tables, data analysis tools), and effectively organize and analyze data. Languages: Fluency in English and Arabic is a must. Knowledge of other official UN languages is an asset.
