General information The Norwegian Refugee Council (NRC) works to protect the rights of displaced and vulnerable people during crisis and meet immediate humanitarian needs, prevent further displacement, and contribute to durable solutions. Through our mobile emergency response capacity, we provide lifesaving multisectoral assistance to crisis affected populations in hard-to-reach areas across South Sudan. In areas throughout the country where we have established operations, we ensure that displacement affected people are safe, can exercise their rights, access quality services and protection and secure durable solutions. To that end, we contribute to safe and stable environment needed to allow for return and reintegration or integration of displaced communities. We do this through advocacy, coordination, and collaboration, as well as integrated and multi-sectoral long-term interventions. In South Sudan, NRC established in 2004 and provides humanitarian assistance and supports durable solutions with integrated and multi-sectoral long-term interventions in six core competencies: Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, WASH and Shelter. In line with NRC global direction, our WASH and Shelter programmes are transitioning from mainly humanitarian response to support communities with more sustainable water systems and sanitation facilities in response to securing lasting solutions. Also, NRC has the ambition to grow its urban programming to facilitate durable solutions for the swelling urban population in South Sudan. To support the implementation of a forthcoming project, swisspeace and NRC are looking for a: National Project Manager, South Sudan (100%) Starting date: 01 September 2026 (or by agreement) The National Project Manager will be responsible for the in-country management and coordination of the forthcoming project “Renewable energy inclusive skills for employment - Opportunity driven skills and quality vocational education and training for South Sudan sustainable development (REVET)”, a four-year project set to start in August/September 2026. This workforce development initiative strengthens Technical and Vocational Education and Training (TVET) for the renewable energy sector in South Sudan. The project aims to equip motivated and capable youth, including women and other vulnerable groups, with market-relevant solar photovoltaic skills that improve access to employment and self-employment opportunities while supporting the country's green transition, sustainable livelihoods, and social cohesion. Working in a fragile and conflict-affected context characterized by high youth unemployment, limited access to quality vocational training, and severe energy poverty, the project brings together government institutions, training providers, and private sector employers to develop and implement demand-driven, quality-assured, and practical training programmes aligned with labour market needs. Through stakeholder coordination, employer engagement, curriculum development, and support for workforce localization, REVET seeks to create inclusive pathways to decent work, strengthen the capacity of national training institutions, promote the integration and reintegration of vulnerable populations, and contribute to economic recovery, peacebuilding, and long-term stability in South Sudan. swisspeace leads the project implementation together with Höhere Fachschule Technik Mittelland (HFTM), responsible for the technical electrical solar PV skill development, and the Norwegian Refugee Council (NRC), in-country implementation partner. The National Project Manager will be hired and hosted by NRC in its office in Juba for the delivery of the REVET project. Your tasks Leading the in-country management, coordination and implementation of the project activities across national and sub-national levels in South Sudan in close collaboration with swisspeace. Leading day-to-day engagement with key stakeholders and partners, including representatives from government, private sector and TVET institutions. Leading the planning and implementation of community outreach, awareness-raising, and engagement activities. Ensuring effective coordination, communication, and representation of the project in South Sudan. Contributing to continuous context and conflict analysis and adaptive, conflict sensitive programming. Ensuring the effective alignment of project activities with operational plans, budgets, and reporting requirements. Liaising with and main in-country counterpart for project consortium partners swisspeace and HFTM. Your profile You have several years of professional experience managing development, peacebuilding, livelihoods or governance projects in South Sudan. You have proven experience coordinating complex multi-stakeholder projects involving government institutions, communities, civil society, and private sector actors. You have an excellent contextual understanding about South Sudan and are well-connected in South Sudan. You have strong cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures. You are well organized and have strong organizational, coordination, and problem-solving skills, with the ability to manage multiple stakeholders and activities simultaneously. You are passionate about inclusive development, peacebuilding and community-centered approaches. You have excellent written and spoken command of English. Knowledge of Juba Arabic or any other local language is a strong asset. You have the legal right to work in South Sudan. swisspeace and NRC will not sponsor visa nor work permits as the contract is national. You are available for frequent travel outside Juba, tentatively to Western Bahr el Ghazal and Upper Nile State. Responsibilities
