JOB SUMMARY

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. JOB DESCRIPTION

  • Execute project delivery of Estates infrastructure and construction projects across HMNB Devonport and associated outstations. Responsible for the end-to-end delivery of a project, project governance and working with stakeholders to deliver against clearly defined outcomes that are achieved within the agreed Time, Cost, and Quality constraints.
  • Foster collaboration and build relationships with our Industry Partners (and their sub-contractors) and MoD stakeholders to ensure project requirements are delivered within Time, Cost and Quality parameters, aligning with future strategy, and the ‘One Devonport’ vision.
  • Provide advice and ensure compliance with appropriate MoD and Government policy and processes, in terms of Infrastructure project delivery, monitoring, change control, quality and assurance activity and records.
  • Support the identification of project risks and monitor the implementation of appropriate risk responses / mitigations across the Devonport site, as agreed with the Project Team Leader.
  • Monitor and prioritise own workload and delivery of assigned projects, engaging with appropriate forums to understand future demands and FWS projects. Escalate capacity issues to the Line Manager where appropriate.

QUALIFICATIONS

Level 4 Qualification in a relevant profession or subject that is accredited for entry to chartered membership of a technical professional institute (RICS, MCIOB, RIBA, or equivalent). Or suitable experience that would allow entry to a technical professional institute.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. RESPONSIBILITIES

  • Project Management – Day to day management of assigned projects and the associated project support team. Set project controls. Advise on appropriate delivery methodologies. Manage effective transition between project phases.
  • Project Performance and Controls – Oversee the development of the Project Plan. Establish appropriate Project Controls, including project close out criteria. Manage performance and report progress to sponsors. Close the project and transfer deliverables to the end user.
  • Business Case – Develop and draft Business Cases, with input from specialists as necessary.
  • Budget – Develop the budget and track delivery within budget.
  • Benefits Realisation – Deliver the agreed Business Case benefits and outcomes.
  • Stakeholder Management – Identify and manage stakeholder relationships and the need for senior level support. Manage internal and external relationships as appropriate.
  • Risks & Issues – Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
  • Governance – Support effective governance and decision making. Provide reporting and engage in mechanisms that hold you, as Project Manager, to account for delivery.
  • Assurance – Engage with assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
  • Change Management – Execute effective Change Management processes. Agree and document changes to deliverables as agreed with stakeholders.
  • Guidance & Support – Promote effective individual and team performance.
