JOB SUMMARY

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. JOB DESCRIPTION

We are seeking an analytical and detail-orientated Data Analyst to support Integrated Portfolio Planning and strategic decision making for the Devonport site enterprise. This role will involve working with multiple key stakeholders across Ministry of Defence (MOD) and Industrial Partners.

Duties of the role include but are not limited to:

  • analysis of integrated portfolio planning and requirements data for the Devonport site enterprise, using evidence-based approaches to develop and maintain the Portfolio Directorate artefacts that inform decision-making (including the One Devonport Blueprint, Stakeholder Communication Plan, Establishment Management Plan (EMP) and associated working groups).
  • coordinating and facilitating the Portfolio Directorate Battle Rhythm and key meeting engagements, ensuring that governance, reporting, and management processes run efficiently.
  • supporting and contributing to senior stakeholder workshops (MOD and Industry Partners) by preparing high-quality briefing papers to aid the delivery of transformation and change programmes.
  • facilitating stakeholder engagement by maintaining and following through with the stakeholder and communications plans, ensuring effective collaboration across the Devonport enterprise.
  • capturing and documenting Learning from Experience lessons, ensuring that best practices are identified, recorded, and shared across relevant teams.
  • assisting in maintaining the integrity and coherence of data used for strategic decision-making, ensuring accuracy and consistency across portfolio artefacts.
  • providing line management for 1 AO.

PERSON SPECIFICATION

The ideal candidate will have strong organisational skills and a methodical approach with the ability and foresight to prioritise and manage multiple activities concurrently. You will be highly driven and looking for opportunity to provide a high level of collaboration with stakeholders, seeking opportunities to grow and improve relationships throughout the Naval Base. The ability to analyse complex information and simplifying to any given audience is essential. Building relationships of trust and promoting openness is key to the role.

QUALIFICATIONS

Minimum UK Regulated Qualification Framework - Level 4 qualification preferably in Defence Information Management or a Business related subject, or Level 3 qualification supported by extensive related experience.
