JOB SUMMARY
Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South-West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. This opportunity in the Naval Base Emergency Planning Team works closely with our Industrial Partners to ensure the emergency arrangements for the Devonport Site are maintained and enhanced directly supporting the site’s compliance with nuclear Authorisation/Licence allowing us to deliver our primary function to maintain nuclear powered submarines.
Within this role you will be part of a diverse team working alongside Naval Base departments, and industry partner’s Emergency Planning Group to provide a complete emergency planning and response function for the Devonport Site.
This position is advertised at 37 hours per week.
JOB DESCRIPTION
The Devonport site is a strategic Defence asset as an Operating and Support Base for the Royal Navy and Royal Marines, delivering and enabling a range of direct and indirect support services for the Naval Service. Comprising HMS DRAKE, significant industrial facilities and a range of military and non-military lodger units of which, Defence Equipment & Support, Submarine Delivery Agency, Fleet Operational Standards & Training are the most substantial. It is supported by a number of key Industry Partners including Babcock, Mitie and Serco. The Devonport site is characterised as a Base, Barracks, Port & Dockyard.
The Naval Base Commander Devonport is responsible for providing a World Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy; his mission is supporting the Royal Navy Worldwide from Devonport. A key part of this responsibility is the support to the submarine programme and the provision of the Nuclear facilities which are regulated by the Defence Nuclear Safety Regulator (DNSR) under DSA02-DNSR Safety Regulations to achieve Nuclear Authorisation.
The purpose of the Emergency Planning & Response Officer 3 (EPR3) post is to develop emergency response plans for the Naval Base and lead on ensuring facilities and equipment that support the site emergency arrangements are maintained and available.
QUALIFICATIONS
Minimum UK Regulated Qualification Framework – Level 5 qualification, preferably in a related subject to the role or lesser qualifications with extensive relevant emergency planning experience at the discretion of the Deputy Head.
Nuclear Warship Support Course (or equivalent engineering experience in a regulated environment).

This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The Nuclear Suitably Qualified and Experienced Personnel (NSQEP) RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.’
Therefore, potential Salary and RRA allowance total being £48,530, all of which is pensionable earnings.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
