JOB SUMMARY

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. This position is advertised at 37 hours per week.
Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).

JOB DESCRIPTION

Support ECDMM in activity related to construction work taking place at HMNBD ensure compliance with The Construction (Design and Management) Regulations (CDM) 2015.
Under the direction of ECDMM, assist DSG to provide health and safety assurance for CDM projects taking place at HMNB(D) where it holds the role of Client on behalf of the Ministry of Defense (MOD) or the safety of its personnel may be affected by other CDM duty holders.
Support ECDMM in managing interaction with Business Partner Organizations (BPO) where they fulfill duties to assist the client duties held by MOD. Primary BPO’s will be, The Defence Infrastructure Organization (DIO) and Babcock Management Ltd (BM) but will also include organizations appointed by them to fulfil subordinate roles within CDM 2015
Support ECDMM in their role of Subject Matter Expert for all related construction processes and assist DSG investigatory teams with advice regarding construction related investigations.
Update DSG CDM Tracker to ensure it fully captures all legal duties carried out by BPO for MOD. completeness.
Collate data related to CDM projects to support ECDMM.
Support ECDMM in their work relate to the CDM Charter (CDMC).
Support ECDMM to deliver a risk-based site audit and inspection regime to assure compliance with CDM across all projects and include it within the DSG Active Monitoring Programme.
Support Assistant Head HSA (AHHSA) in their work with Defence and Regulatory bodies (HSE/ONR).
Support ECDMM to ensure that suitable preconstruction information is provided for all construction work taking place within HMNBD.
Support ECDMM to ensure that a suitable Health and Safety File is produced following the completion of all construction work taking place within the HMNBD.
Liaise with other MOD departments who are involved with construction related project management activity to ensure that the requirements of CDM are met.
