JOB SUMMARY
Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. JOB DESCRIPTION
To be accountable to the Compliance Manager for the delivery of the Future Maritime Support programme (FMSP) Asset Management function, Maintenance and Performance function.
In direct support of the Compliance Manager, provide the discrete Intelligent Customer (IC) role for the Estates Intelligent Customer function with Babcock and Interserve principally executed through the Future Maritime Support programme (FMSP) contract. (See Generic IC ToRs in the IC Handbook)
Ensure Management Information (MI), Reports and contract deliverables are met in accordance with the FMSP Statement of Technical Requirement (SOTR), associated SOTR Annexes and contract schedules, engaging the Nuclear Design & Maintenance (NDM) group where deliverables impact NDM managed assets.
Support the Compliance Manager with the regulatory and legislative compliance of the estate by supporting the following: -
Attend compliance meetings with the Industry Partner as instructed by the Compliance Manager.
Assist in maintaining data areas over viewing the compliance of the Estate.
Ensure all compliance certificates and reports are reviewed and held by MoD in its capacity as the Authority.
Assist in providing reports / dashboards as required on Estate compliance to the Deputy Estates Manager (NB Estate)
Manage the tracking of DIO Safety Alerts and Notices.
Manage the tracking of Fire Risk Assessment actions.
Under the direction of the Compliance Manager, work with the IP to ensure expected contract performance and value for money in the delivery of the contract
QUALIFICATIONS
Essential: Minimum UK Regulated Qualification Framework – Level 3 qualification, preferably in a related subject to the role (Facilities Management or Health and Safety) or a Level 2 qualification with extensive relevant experience at the discretion of the Deputy Head.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
