JOB SUMMARY
Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Its mission is to meet the support and operating requirements for the Naval Service and UK’s allies, from the South West, reaching worldwide.

This position is advertised at 37 hours per week.
Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).

JOB DESCRIPTION
To assist the Learning & Development Manager (LDM) identify current and future Learning & Development (L&D) requirements for Naval Base Commander Devonport (NBC(D)) Service & Civilian personnel. To implement training solutions & interventions that support the business in achieving skills, qualifications, and experience to meet business requirements and address the skills gap for NBC staff. To proactively communicate, advise & assist NBC(D) Deputy Heads of Department, Line Managers, and staff to ensure that NBC(D) staff are upskilled and SQEP for their role.
To assist the LDM with the compilation, management and delivery of the L&D training plan ensuring spend is targeted and prioritised in line with the Workforce Development & Skills Plan.
To formulate, plan, manage and co-ordinate NBC Leadership Development Programme. To embed a Leadership Development support network and culture.
To assist the LDM with the design, facilitation, organisation & delivery of Continuous Professional Development (CPD) initiatives for the benefit of NBC(D) staff and the Naval Base Community.
To assist the LDM with the facilitation, organisation & delivery of the Devonport Engineering & Science Forum.
To plan and coordinate the programme of local training delivered on-site by outside training providers in line with the Workforce Development & Skills Plan for Customers, liaising with the Learning and Development Support Managers.
To liaise with L&D Support Officers to communicate course availability to Customers via the NBC(D) communication channels.
To maintain the L&D Section Naval Base Business Quality Processes to support annual “Quality” audits.
To manage, plan and coordinate the programme of onsite training activities from external/Industry providers, liaising with NBC(D) Commercial Advisors to ensure contract provision and delivery meets the needs of the business and the setting of venues as required.
To maintain the finance spreadsheet monitoring a prioritised training expenditure which offers value for money and aligned to business requirements including the authority to pay by EPC account.
To formulate, plan, manage and co-ordinate NBC(D) Mental Health Training Courses.
To deputise for the Building Controller in their absence undertaking duties and responsibilities in accordance with JSP 375 (H&S) and JSP 440 (Security).
To assist the Learning & Development Support Managers to cost, negotiate and purchase external training courses with authority to pay invoices using a ePC card up to £10,000 for single transaction and £30,000 in one month. Liaising as directed with the business to determine specialist functional training requirements; researching and sourcing external training providers who can meet the requirements, demonstrating value for money.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
