JOB SUMMARY
Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Its mission is to meet the support and operating requirements for the Naval Service and UK’s allies, from the South West, reaching worldwide.

This position is advertised at 37 hours per week.

QUALIFICATIONS
Minimum UK Regulated Qualification Framework Level 4 qualification (or equivalent) in built estate Project Management, or Level 3 qualification with experience in a similar field.

NATIONALITY REQUIREMENTS

PRIMARY PURPOSE
Support Infrastructure Group Project Delivery function within HMNB Devonport and HMS Drake as directed by the Project Manager (HEO) and/or the Project Team Leader (SEO).
Work with key stakeholders to support the coordination of project activities to ensure project requirements are delivered within Time, Cost and Quality parameters, in pursuit of Value for Money and in accordance with agreed Defence Digital and Navy Digital contracts.
Support the Project Manager (PM) with maintaining a central hub of information for effective estates project delivery in accordance with Project, Programme and Portfolio Management (P3M) best practice and estates governance, process and procedure arrangements. This includes liaising with all relevant stakeholders to keep built estate project delivery information readily available and up to date.
Support the creation and development of project documentation, such as PIDs and Business Cases, User Requirements, Governance arrangements, Learning from Experience (LFE) and Risk and Issue registers.
Support site visits to assess works; prior to, during and post completion of works, including coordinating access to Estates assets and relevant restricted areas for Contractors and Estates visitors.
Work collaboratively and in partnership with key stakeholders (including Industry Partners) to develop collegiate networks and relationships that underpin the effective and efficient delivery of CIS service and infrastructure changes, particularly for circumstances when there is a denial of CIS service to end users.
SECONDARY PURPOSE
The post holder will be required to undertake other reasonable roles and responsibilities at Executive Officer level as requested by the PM.
RESPONSIBILITIES
To support Estates Project Managers (PM), undertake project management & co-ordination activities to assist planning and delivery concurrently of a range of small to large Estates projects of varying degrees of complexity, quickly, efficiently and within cost, quality, and time parameters.
Support PMs in ratifying User Requirement Documents, working with end-users and key stakeholders to capture accurate Project requirements whilst working alongside Infrastructure Delivery Team to identify options for a cost-effective high-level solution to enable informed decision making.
To monitor and manage the NBCD – Infra group multi-user Inbox, ensuring new project requirements are triaged, assessed and captured in the Work in Progress tracker, informing the PM Team Leader of new project submissions.
Maintain the Project Delivery SharePoint and MS Teams Libraries in accordance with information management procedures, including the creation of new virtual folders for new projects.
Maintain a suite of standard templates for Project Delivery artefacts.
Maintain the end-to-end process flow of Estates Project Delivery and Work in Progress tracker, seeking feedback to streamline and optimise the process, taking action to implement required improvements as directed by the PM team leader.
Act as MOD Sponsor for site access requests (NBF308 and NBF824) from Estates Contractors and Visitors, ensuring policy, process and procedure is adhered to at all times, especially in sensitive areas of the site.
Grow personally and professionally through Continual Professional Development, taking opportunities offered through the NBC(D) Learning and Development in-year training bids; and undertake additional generic Civil Service development opportunities when presented.
Ensuring security, safety resilience and coherent working practices are adhered to by all permanent staff, visitors, and contractors working across the Devonport site in accordance with JSP375 and FP-14-35-000 (Site Clearance Certificates). Naval Base Business Procedures must always be followed in accordance with the Business Management System (BMS).
