JOB SUMMARY
Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy. The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.
This position is advertised at 37 hours per week.
JOB DESCRIPTION
This is a new post within the Navy Nuclear Portfolio Management team charged with establishing a new portfolio for In-Service Submarines in NCHQ Submarines Directorate. The portfolio will drive and coordinate the collective delivery of In-Service change programmes into ‘business as usual’ activity to meet submarine readiness requirements for defence tasks.
The Senior Portfolio Performance Analyst will drive the production and maintenance of In Service Submarine performance metrics to inform portfolio governance decision making, evidence the impact of change activity and monitor the ‘health’ of in-service delivery to support the safe implementation of change.
Performance Analysts conduct analysis and hold strong data analysis skills. They develop performance measurement frameworks – key performance indicators (KPIs), goals, user needs, benefits – and analyse the performance of a service or product against these, adapting their approach and framework appropriately and in line with any changes. They will approach problem statements with an agile methodology and seek to implement continuous improvement and data-handling best practice across all of their work.
In this role the Senior Portfolio Performance Analyst will develop performance frameworks to evidence organisational performance against agreed Key Success Factors to meet the requirements of the 2* Director led portfolio governance boards, Navy Command and wider Defence Nuclear Enterprise portfolios. The post holder will lead on the identification of requirements, development of proposals and the end to end implementation of the capture, analysis, assurance and visualisation of data and information. The post holder will help ensure optimal delivery of NCHQ/ Director Submarines strategic objectives through the analysis of a range of information sources and engagement with programme and project stakeholders, and converting this into informed insights using appropriate reporting and visualisation methods.
The post holder will work collaboratively across teams within the Directorate, NCHQ – including Navy Performance, Digital and People & Training, the Submarine Delivery Agency and the Defence Nuclear Organisation to build a performance framework that has the confidence of a wide range of stakeholders. The analysis produced by the post holder will drive an evidenced based approach to performance management and directly inform decisions on activity to improve organisational outputs and outcomes.
The Post-holder will provide analysis of performance at portfolio level for reporting and governance. Produce portfolio insights, including working in partnership with the portfolio finance teams to integrate financial reporting with wider delivery, performance and assurance reporting. Deliver routine reporting and investigative analysis of in-service submarine performance metrics to evidence the impact of change activity and monitor the ‘health’ of in-service delivery to support the safe implementation of change.
The postholder will report to the Portfolio Performance and Insights Manager. The post will be based in London Main Building, with the expectation of regular travel to Navy Command HQ, Portsmouth and occasional travel to other defence locations including Naval Base Clyde and Devonport.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
