JOB SUMMARY

Navy Command is pleased to offer an exciting opportunity to play a crucial role in supporting the Royal Navy’s operational capabilities in Portsmouth Naval Base. This role is within Portsmouth Naval Base’s Operations Department, working alongside Industry Partners and other Defence departments. The post holder will be responsible for working collaboratively with Navy Command, MOD and Industry Partners principally in supporting Force Generation, foreign warship visits and key events in ships’ lives.

JOB DESCRIPTION

The Force Generation (FGen) Directorate provides the Royal Navy’s Scheduling Authority, In-Service Capability Management, the Intelligent Customer function and discharges legislative Duty Holding Responsibilities/Risk to Life management.
The Naval Base Commander Portsmouth (NBC(P)) is accountable to Navy Command’s Director FGEN for the delivery of engineering, logistics and other support services to the Royal Navy and visiting foreign warships. He is also the landlord for Portsmouth Naval Base (PNB) and satellite sites, where he is responsible for providing a range of personnel and estate functions.
The Operations Department is responsible for the optimisation of operations at PNB. This includes the delivery of waterfront services to ships and the operational integration of the military, MOD civil servants and industry partners.
The Ship Facilities Coordination Manager (SFCM), through the Waterfront Executive Officer (WXO), provides overall management of the Waterfront Services organisation and is responsible for the safe and timely delivery of support to ships. The SFCM works collaboratively with other MOD authorities and commercial companies, to supply RN and other entitled vessels with cost effective support for all non-engineering waterfront requirements. These services include the provision of marine services, the efficiency of waterfront areas, foreign warship visits and special events in the lives of RN ships, including warship home-comings and families and affiliates days. The SFCM is also responsible for ensuring that potentially hazardous alongside activity, including radar and sonar transmissions, fuelling, diving and flying operations, are deconflicted and conducted in a safe and effective manner.
There is requirement for the successful candidate to participate in a duty roster, which includes out-of-hours working and at weekends.
Responsibilities

The SFCM is responsible for the satisfactory performance of the following tasks:

  • To ensure that operational activities conducted at the waterfront are compliant with legislation and regulation.
  • To manage and to provide quality control of the Ship Facilities Coordination operations cell.
  • To manage all aspects of foreign warship visits, liaising with the Naval Staff, Navy Command and foreign embassies and high commissions.
  • To plan and execute high-profile waterfront events, providing funding advice and other resource guidance to ships.
  • To notify ships of ceremonial events and to monitor ceremonial compliance to ensure standards are maintained.
  • To issue Portsmouth Local General Notices.
  • To ensure that orders and guidance to ships in operational publications are current and accurate.
  • To act as a Line Manager and Divisional Officer to the 4 personnel in the Ships Facilities Coordination team.
  • To brief Naval Base Duty Officers of their obligations, prior to the first duty, regarding response to out-of-hours to requests from warships.
  • A driving licence is essential for the use of pool cars as the role requires timely access to vessels across a widely dispersed site and for the transportation of material in support of ship visits and activity.

It is essential for candidates to have the following:

  • A thorough knowledge of working in a supervisory role, managing risk and ensuring regulatory and legislative requirements.
  • A full driving licence.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.
