JOB SUMMARY

Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Royal Navy. It supports operations around the globe and provides the ships, people, aircraft, and equipment to deliver the UK’s Defence policy. NCHQ supports all the Royal Navy’s activities from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in different disciplines, from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications.
The Head of Business Support sits within the Training Management Group (TMG) with the primary purpose to act as the singleton lead for the provision of Business and Financial Management functions to support the Deputy Director People – Training (DDPT). The role leads on delivery for all matters relating to financial, workforce (Service and Civil Service) and risk and benefits management as a member of the TMG Senior Leadership Team.
This position is advertised at 37 hours per week.

JOB DESCRIPTION

  • Direct the management of TMG finance on behalf of DDPT.
  • Oversee the N1 workforce activity in the provision of personnel and logistical JPA support and personnel admin functionality to TMG.
  • Provide support, guidance and direction to staff and Line Management and to support the Civilian Job Holder/Reporting Officer throughout the Performance Management cycle, acting as the focal point for all issues relating to civilian HR and reporting in the TMG.
  • Direct the joint (with the Selborne Contractor) management of risks and provide risk reports to Dir P&T and DDPT, as required.
  • Provide advice and direction on the development of TMG initiated Change.
  • Oversee the collation and submission of management returns on behalf of the TMG, including mandatory training.
  • Lead on the reporting of Benefits realisation for TMG.
  • Lead, line management of, support to and development of the Business Support team.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
