Who are we?
The Develop Directorate are a diverse wholeforce workforce, of approximately 200 people who have the responsibility for delivering the future military capability, by crafting first-class project control and management functions across a diverse portfolio which strives to support our operational commitments. We get the opportunity to influence the investment choices around what the military capability does and does not require, at what level of urgency they are needed and to maintain operational effectiveness today and to deliver advantage in the future.

There are three key elements in achieving our ambition:

  • Reset the Royal Navy, preparing a solid foundation for success within the 2040 timeframe, by making the Navy capable of adapting at pace and scale. The Future Force Mix, Maritime Operating Concept and National Shipbuilding Pipeline will collectively offer a rationalised view of the capability visions for 2040, to define how the maritime force will fight 5 to 15 years ahead.
  • Develop and sponsor military capability, translating strategy and policy into capability projects in the Royal Navy portfolio by launching the right change projects/programmes to transition to the future.
  • Drive innovation and experimentation to enable the Navy to understand, evaluate and accelerate the exploitation of new and potentially disruptive technologies and practises in order to stay ahead of the threat.

This position is advertised at 37 hours per week.

JOB DESCRIPTION

Navy Develop is the Navy’s Capability Design Authority. It is responsible for articulating the force and capability requirements of the future based upon Head Office policy and Navy strategic planning, ensuring that our capability plans are problem-led, mission-focussed and threat/risk aware. It also acts as the through-life capability sponsor for all Navy capabilities – advocating for and enacting major portfolio changes to address capability shortfalls and drive towards the Navy of tomorrow.
The role of Programme Manager is to support the Senior Responsible Owner (SRO) and Programme Director through management of Programme deliverables and artefacts, co-ordination and assurance of delivery of the assigned Programme applying best practice leadership, programme controls and management discipline.
The role of Programme Manager is to support the Programme Director and Senior Responsible Owner (SRO) in managing and leading the Programme through management of Programme deliverables and artefacts, co-ordination and assurance of delivery of the assigned Programme applying best practice leadership, programme controls and management discipline and when required to provide a surge capacity in support of Agile methodologies, in order to accelerate a Develop priority.

SKILLS AND EXPERIENCE

  • P3M12 Risk, Opportunity and Issue Management.
  • P3M19 Stakeholder and Communications Management.
  • P3M24 Business Case.
  • Demonstrable experience of delivering Projects/Programmes.
  • Experience in the application and use of project/programme control processes and methodologies, particularly in a complex environment.
  • Experience of team management in a project/programme setting.

DESIRABLE SKILLS

  • Experience in delivering support with a team in a fast-paced challenging environment.
  • Experience of agile working (SCRUM).
  • Experience of working in a Government (Military preferred) environment would be advantageous but not essential.
  • Understanding of HMG Business Case and associated Approval processes.
  • Understanding of Cost Modelling.

QUALIFICATIONS

A minimum of one project/programme qualification, or demonstrable equivalent experience, is required for this role eg: Managing Successful Programmes (MSP) Practitioner, Association for Project Management Project Management Qualification (APM PMQ) PRINCE2.
