NAVY WARFARE TRAINING SYSTEM (NWTS) BUSINESS SYSTEMS ANALYST - NPIER AND LESSONS LEARNED (SUFFOLK, VA)
Innovative Technologies Corporation (ITC) is currently seeking Business Systems Analyst with strong US Navy experience in the Navy Performance Improvement Education Resource (NPIER) system and Navy Lessons Learned to support a proposal we are bidding on. They should have a deep understanding of US Navy Information Warfare to include the training, development, coordination, scheduling, execution, and life-cycle maintenance of the Navy Warfare Training System (NWTS) with experience in the U.S. Navy’s Lesson Learned Program Office. The candidate must have previously provided analytical services associated with the assessment phase of the NWTS. This primarily requires generally recognized process analysis and process improvement methodologies in the context the of the NWTS. Prior experience in project management is helpful.
The Suffolk Strategic Planning Team is expected to be composed of up to 15 personnel. The position is hybrid and located at NAVIFOR in Suffolk, VA in support of the Naval Information Forces (NAVIFOR) Type Commander (TYCOM); some travel is to be expected. This is a contingent hire and will require a Letter of Commitment. The contract Key Position role is expected to be available in July or August 2025 and will report to the Suffolk Strategic Planning Team Project Manager (SSPT004/012, approved 3 April 2025)
EDUCATION REQUIRED:
- Bachelor’s degree in operations research, operations management, applied psychology, or other related field of study.
EXPERIENCE REQUIRED:
- Minimum of three (3) years of experience in support of the Navy Lessons Learned Program Manager in the review, validation, and processing of fleet submissions in the Navy Lessons Learned Information System.
- Minimum of five (5) years of experience in the application of assessment phase methodologies applied in the context of the joint training system. This includes but is not limited to process mapping (e.g. workflow diagrams, value stream mapping), process analysis (i.e. process improvement tools and techniques supporting systematic, organization-wide approach to identify process gaps and barriers), and application of generally recognized process and root-cause analysis techniques to identify organizational performance gaps and barriers.
- Demonstrated experience developing DoDAF 2.0 architecture documentation, including a variety of views and viewpoints, and application of the NPIER Methodology supporting identification of readiness production barriers, root cause analysis, development of effective strategies for barrier (root cause) removal, and the prioritization of potential solutions designed to resolve or correct the causes of readiness gaps.
- Experience with Joint Warfare Training System (NWTS), and Joint Warfare Training Plans (NWTPs).
- Expertise in oral and written English communications skills
- Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)
DESIRED/PREFERRED QUALIFICATIONS:
- Prior experience as a U.S. Navy Information Warfare Community (IWC)
- Certificate: PMP or similar
- Experience in working with DoD or US Navy Program Executive Offices (PEO)
The NWTS Business Systems Analyst (NPIER Analysis Support) will work with the NWTS Project Manager to provide NAVIFOR with analytical services to support an enterprise-wide readiness program with a focus on both short-term (current) and long-term (time-phased) analysis supporting improvements to force readiness. The Business Systems Analyst will perform the following tasks:
a) Application of the CNO’s Get Real Get Better (GRGB) problem solving best practices, Performance to Plan (P2P) outcome-based performance management approach based on commercial leading practices, and NPIER which uses the Define-Measure-Analyze-Improve-Control (DMAIC) methodology to following a continuous process improvement framework which directly supports the NWTS framework.
b) Tracking lessons learned from unit assessment phase activities and the ULTRA events and applying root-cause analysis and solution development methodologies to recommend improvements to unit METL, NWTP, training and training support activities and unit-level readiness assessment.
Business Systems Analysts will work from NAVIFOR, 115 Lake View Parkway, Suffolk, VA 23435 and expected to be in close proximity within the Hampton Roads area; hybrid work is possible but not guaranteed.

Salary: $100,000.00 - $125,000.00 based on experience, plus medical/dental/vision benefits, 13 days PTO and 7 days sick time; other benefits available. Salary potentially negotiable
