Role Purpose The New Business Development (NBD) – Resource Mobilisation Advisor will support in-country fundraising, partnership development and resource mobilisation efforts to support Save the Children Cambodia’s strategic growth and diversification of funding. The role focuses particularly on domestic fundraising, corporate and private sector engagement, partnership development and local-led fundraising opportunities to strengthen Cambodia’s resource base and sustainability. Working closely with the Program Development and Resource Mobilization Manager and PDQI leadership, the post holder will identify funding opportunities, cultivate strategic partnerships, support proposal development and ensure effective coordination of the funding pipeline. The Advisor will also lead due diligence processes related to local fundraising and partnerships, ensuring alignment with Save the Children’s safeguarding, compliance and risk management standards. The role will work collaboratively with Awards Management and the Portfolio Analyst, as well as Technical Experts, MEAL/REALM, Finance and other teams to ensure high-quality proposals, strong pipeline management and alignment between fundraising priorities and the Country Strategic Plan. Given the Program Development and Resource Mobilization Manager’s shared regional responsibilities, the Advisor will serve as the in-country focal point for resource mobilisation coordination when the Program Development and Resource Mobilization Manager is unavailable, ensuring continuity of donor engagement, proposal development and pipeline management.   In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Qualifications Essential * Bachelor’s degree in international development, business administration, international relations, economics, marketing, communications or a related field. Desirable * Master’s degree in development studies, international relations, business administration, or related discipline. * Professional training or certification in fundraising, partnership development, or business development. Experience and Skills: Essential * Minimum 5 years of relevant professional experience in resource mobilisation, business development, fundraising, partnerships or grant development within international development, NGOs, or the private sector. * Demonstrated experience in developing funding proposals, concept notes, or partnership proposals. * Experience engaging with private sector actors, corporate partners or philanthropic organisations. * Experience identifying and cultivating donor and partnership opportunities. * Experience working collaboratively with technical, programme, finance and operational teams to develop funding opportunities. * Experience supporting or coordinating donor engagement and relationship management. Desirable * Experience working with international NGOs or development agencies. * Experience in corporate social responsibility (CSR) partnerships or private sector engagement. * Experience in donor or partner due diligence processes and risk assessments. * Familiarity with Cambodia’s development sector, donor landscape and private sector environment.
