As the National Environmental Policy Act (NEPA) Scientist II, you will work onsite in Alaska and you will utilize their knowledge to participate in collecting, synthesizing, and documenting data regarding the potential impacts of proposed projects/actions on the natural and built environment. Other responsibilities you will have will include coordination of reviews of the proposed projects/actions by multiple environmental program subject matter experts and integrate their input into the preparation of Categorical Exclusion, Record of Environmental Conditions (REC), and other basic NEPA documentation, including Environmental Assessments (EAs) and Environmental Impact Statements (EISs). Your personal initiative and critical thinking skills are essential to complete job duties with minimal guidance. Assignments are deadline driven so must be able to set priorities, take ownership of projects, work efficiently and provide a consistent level of high quality in a high-pressure environment. You will be required to do field rotations for several weeks to remote job locations. Field work is typically seven days a week for ten hours a day. If not in the field, you will work out of the designated office. *This position is onsite in Alaska, we welcome applicants from the Lower 48 who are interested in relocating to Alaska. How will you do it? Apply knowledge, expertise, and skills for compliance with NEPA regulations (42 CFR 1500-1508, as amended), applicable environmental program responsibilities such as Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Clean Water Act, Clean Air Act, National Historic Preservation Act, and others, applicable federal agency policies and directives, applicable State and local environmental laws and regulations, and American Society for Testing and Materials Standards E1527, D6008, E2247, and E1903; and other applicable environmental regulations Interact with project proponents, stakeholders and subject matter experts and providing preliminary comments. Use professional judgement to determine if a project/action may require an environmental assessment (EA) or environmental impact statement (EIS) Prepare permits for possible conflicts with environmental resources, dredging, stormwater discharge and other permits related to the proposed projects/actions Conduct assessments in accordance with state and federal regulatory guidelines and as directed by project management staff. Pre-construction environmental surveys/site approvals, environmental site assessments and environmental baseline studies may be required. Participation in project planning meetings including but not limited to pre-construction meetings, planning charrettes, design charrettes, military exercise planning, scoping meetings and public/community outreach or comment meetings. Conduct NEPA trainings and assist with outreach material design. Crosstrain and provide back-up support to other environmental compliance programs as needed. Supervisory Functions: No supervisory functions. Knowledge, Skills, & Abilities: Knowledge of laws, legal codes, government regulations, executive orders, and agency rules governing environmental projects and programs. Knowledge of the practical application of science and technology. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions. Ability to use scientific rules and methods to solve problems and logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Ability to work in a team environment. Working knowledge of applicable computer programs such as Adobe, Microsoft Office, and other common software. Basic ArcGIS a plus. Ability to conduct field investigations year-round under inclement weather conditions. Who is Brice Solutions looking for? Minimum Qualifications: Bachelor’s Degree in Physical or Environmental Science, Biology, or related degree A broad understanding of federal, state and local environmental regulations. Minimum of five (5) years of experience conducting field environmental investigations and assessments. Must have or be able to obtain 40-hour Hazardous Waste Operation and Emergency Response training within 3 months of hire. Preferred Qualifications: Experience conducting environmental impact assessments preferred Experience in federal government agencies or projects a plus. This position will be expected to do field work at outdoor job sites between 50%-90% of the time.
