SUMMARY
Professional and technical work, responsible for the evaluation, analysis, implementation, and support of data communication systems, and software in county local area networks (LAN) and wide area network (WAN). Under the direction of the IT Communications Manager, provides network infrastructure support to Board of County Commissioners, Constitutional Offices and other external customers.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of terminology relative to department assigned materials and procedures.
Knowledge of wide area networking (WAN) architecture, including fiber optic cable, T1/Frame Relay, Fast Ethernet, DSL/Cable Modem, Wireless, CSU/DSU’s and other modern configurations.
Knowledge of pertinent RFC’s, network management (SNMP, MIB’s), VoIP, understanding of the OSI layers.
Knowledge of both networking hardware (switches, routers) and familiarity with network security, including SSH, VPN and firewall concepts.
Knowledge of data communications technologies, including TCP/IP, IP addressing and subnetting and routing protocols.
Knowledge of and proficiency with computers, emphasizing microcomputers, workstations and local area network software running on Ethernet technology.
Knowledge of Ethernet implementations linked to Intel Pentium/Xeon-based hardware platforms.

Ability to be flexible and continually adjust to a dynamic information technology environment.
Ability to use computers for data entry, word processing and accounting purposes.
Ability to repair, develop or install telecommunications systems and computer hardware or network systems.
EDUCATION AND EXPERIENCE
A Bachelor’s degree in Computer Science, Engineering, or related field with a concentration in telecommunications. Specialized certification in data and voice communications and LAN/WAN/Wireless technologies may substitute for a college degree. Three (3) years of experience in the implementation of Ethernet Technology, LAN, WAN, PBX and data communications for wide area networks.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AND ABILITIES

Assists in data and voice communications installations, project management, troubleshooting, analysis, design and documentation of wireline, wireless and fiber plant county-wide.
Performs requirements analysis, site surveys, network design, installation, implementation, documentation, troubleshooting and ongoing user assistance for local area and wide area networks supporting the Board of County Commissioners computer complex.
Provides support for all TCP/IP, Ethernet 802.3 wireline and 802.11 wireless networks.
Customizes the network to the County’s needs by connecting the necessary hardware and software to the network.
Monitors the performance of the network and troubleshoots problems.
Works directly with individual users who are having network problems that are not experienced by other users.
Corresponds with internal and external customers regarding network infrastructure, open work orders and current projects.
Assists County departmental staff with the design, execution and installation of automated attendants; provides technical support for the telecommunications PBX/Centrex network, including maintenance of voice mailboxes and passwords; performs basic switch software maintenance.
Prepares PBX management reports upon request and on a scheduled basis.
Performs audit and verification processes on PBX/Centrex systems.
Assists with the design, costing, implementation, and documentation of telecommunication system installations and upgrades.
Performs routine maintenance on the various telecommunication databases, including equipment, circuit, user, and call accounting system (CAS) databases.
May be assigned as the Subject Matter Expert in the implementation and support of voice and data systems as assigned by supervisor.
Prepares call accounting system (CAS) reports upon request and on a scheduled basis.
Performs work related to this job description as required.
NETWORK ADMINISTRATOR ASSIGNED TO RADIO SYSTEMS PERFORMS ADDITIONAL DUTIES:
Coordinate with vendors for new installation and emergency repair of the layer 1 portion of the Martin County fiber network and the CBN.
Perform field installations, maintenance and repairs on VHF, UHF, 800MHz, and Microwave radio equipment.
Perform programming on subscriber and infrastructure systems.
Perform complex radio systems troubleshooting and repairs.
Duties involve routine maintenance and repairs to Martin County first responder radios, Martin County government radios, and other communications equipment.
Responsible for maintaining various database(s) for network systems and radio system and sub-systems.
Responsible for coordinating with contracted vendors for radio system service to include aid in troubleshooting complex problems and seeking solution to continuing problems in equipment.
Available to be on-call 24 hours per day, 7 days a week for troubleshooting of CBN, IP network and radio systems.
