The Network Services Manager leads the design, modernization, and secure operation of the County’s enterprise network. This hands-on leadership role combines technical depth with strategic oversight—ensuring stability, scalability, and security across on-premises, cloud, and mobile environments. The ideal candidate brings advanced expertise in data center networking, next-generation wireless, hybrid cloud connectivity, and network security. This position is responsible for driving the County’s transition toward resilient, software-defined, and cloud-integrated architectures supporting critical public-safety and administrative operations. Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Lead the Network Services team, providing technical direction, mentorship, and performance management. Develop and execute a strategic network roadmap that aligns with County objectives, business continuity, and compliance requirements. Oversee the design and operation of Cisco Nexus fabric environments, including VXLAN EVPN spine-leaf architectures. Engineer resilient underlay and overlay topologies using OSPF, BGP, and MP-BGP. Manage enterprise Cisco Catalyst switching and Cisco 9800 wireless controllers, deploying and optimizing Wi-Fi 6 / Wi-Fi 7 technologies for secure, high-density environments. Design, deploy, and maintain Peplink 5G / SD-WAN edge infrastructure supporting branch offices, mobile command centers, and public-safety vehicles. Administer NetMotion Mobility for secure, persistent remote connectivity and optimized field communications. Architect and maintain Cisco Unified Communications systems (CUCM, Unity, Jabber, Webex) to support enterprise voice and collaboration. Direct the lifecycle management, policy design, and segmentation of Cisco Firepower Threat Defense (FTD) and Palo Alto NGFW platforms. Implement and manage Azure Load Balancers, Azure VPN Gateways, and ExpressRoute to ensure secure hybrid connectivity between data centers and cloud workloads. Manage F5 load balancers to optimize application availability and performance. Oversee Cisco ISE and Cisco Duo MFA for identity-based access control and Zero-Trust enforcement. Manage CASB and Microsoft Defender solutions for SaaS visibility, endpoint protection, and identity threat defense. Apply CISSP-level best practices across governance, risk management, and compliance frameworks. Develop and test disaster recovery and failover strategies ensuring high availability and rapid recovery. Utilize structured change-management practices for implementing network and security modifications. Collaborate with Infrastructure, Cloud, and Security teams to maintain a unified, policy-driven network. Establish standards, documentation, and operational procedures supporting continuous improvement. Manage vendor relationships, evaluate emerging technologies, and provide strategic recommendations to IT leadership. Partner with compliance and audit functions to ensure CJIS and regulatory alignment. Minimum Education and Experience Requirements: Bachelor’s degree in Computer Science, Information Technology, or related field; or equivalent combination of education and experience. Minimum five (5) years of progressively responsible experience in network infrastructure including two (2) years in a supervisory or managerial capacity. Advanced knowledge of network architecture, firewall policy design, incident response, and disaster recovery planning. Required Skills & Experience: Proven leadership in enterprise network and security management. Expert-level proficiency in Cisco Nexus, VXLAN EVPN, and data-center fabric technologies. Deep understanding of Cisco 9800 WLCs, Wi-Fi 6/6E/7 design, and RF performance tuning. Hands-on experience with Peplink 5G / SD-WAN, NetMotion Mobility, and mobile network resilience. Strong knowledge of Cisco FTD, Palo Alto firewalls, and advanced segmentation strategies. Proficiency with Azure Load Balancers, Azure VPN Gateways, and ExpressRoute connectivity. Experience with Cisco ISE, Cisco Duo MFA, Microsoft Purview CASB, and Defender for Endpoint/Identity. Proficiency in F5 load balancing, Cisco Catalyst switching, and Cisco Unified Communications platforms. Strong analytical, communication, and documentation skills, with a collaborative leadership style.
