JOB SUMMARY:

The Newcomer Engagement Counsellor is responsible for delivering mobile, community-based employment services geared to the needs of job seekers with barriers to employment such as immigrants, newcomers, and Internationally Trained Professionals. This position is responsible for working one-on-one with clients of the various employment services programs under Employment Services. This is a mobile position, with a focus on community outreach and partnership development in order to connect with and support isolated newcomers in entering an employment pathway.
Reporting Relationship
This position reports to the Team Supervisor who reports to the Director, Employment Services.

3 TO 5 YEARS’ EXPERIENCE IN THE FOLLOWING AREAS:

  • employment counseling in related field, particularly with immigrants, newcomers and Internationally Trained Professionals.
  • experience in employment related initiatives.
  • experience in community outreach; and
  • experience in workshop delivery and group facilitation.

Key Competencies

  • Knowledge of issues, trends and legislation in the employment field, immigration, and the labour market.
  • Certified in or have demonstrated knowledge of common assessment tools.
  • An understanding of the factors affecting employability, for immigrant and newcomer job seekers and Internationally Trained Professionals.
  • Knowledge of adult learning principles.
  • Knowledge of community and social service resources, in particular services for job seekers.

Linguistic Profile (for Centers with French Language Service Designations)

  • Under the Centre’s designation to provide French Language Services
  • Based on New Avenues Linguistics Rating Scale: A+ (highest skill) to C- (lowest skill)
  • English (oral expression): A+ (required)
  • English (oral comprehension): A+ (required)
  • English (reading comprehension): A+ (required)
  • Bilingual Preferred, Other languages an asset.

Personal Suitability/Other Requirements

  • Flexible hours as required including occasional evenings or weekends.
  • Valid driver’s license and access to a vehicle an asset.
  • Communication skills, both oral and written, for a variety of audiences.

  • Bachelor’s degree in social sciences or related field or equivalent combination of experience and education
Responsibilities

Direct Client Service

  • Liaise with clients and external resources and organizations.
  • Establish working relationships with relevant agencies/services that support client needs.
  • Perform outreach to local communities to identify and engage newcomers.
  • Expand community contacts and continue to build an outreach database.
  • Provide connections to employment programming through community engagement and presentations/workshops.
  • Travel to community locations to provide employment programming.
  • Deliver services in a variety of formats including both in-person and virtually using different platforms.
  • Establish and maintain a positive and supportive working alliance with client.
  • Provide direct one-on-one support to job seekers in a client-centred manner.
  • Manage client caseloads.
  • Perform client Intake and Employment and Needs Assessments for clients.
  • Reduce barriers to access for the populations served by the program, including advocacy.
  • Support clients in their career exploration and job search by developing evidence-based interventions.
  • Assist clients in building self-agency.
  • Engage reluctant or resistant clients.
  • In partnership with the client and/or relevant stakeholders, develop, review, and monitor employment service plans.
  • Assist clients to build support networks.
  • Provide information, resources, and referrals to clients.
  • Provide financial supports to clients in keeping with program guidelines.
  • Participate in regular chart reviews and case conferences.
  • Maintain awareness of current issues and developments in the respective field.

Administration

  • Maintain electronic client records and protect the confidentiality of the information.
  • Participate in regular chart audits and reviews.
  • Assist in maintaining the program database by entering data, generating reports, supporting analysis, and regular auditing of data integrity.
  • Assist in compiling and maintaining program resources.
  • Assist in preparation of program and promotional materials and other documents as assigned.
  • Monitor client attendance and generate reports as required.
  • Plan and organize work.

Human Resources

  • Contribute to volunteer recruitment, screening, orientation and training.
  • Provide support and assistance to volunteers and/or placement students.
  • Cover-off volunteers/or placement student duties as required.

Teamwork and Collaboration

  • Provide resources and support to program staff pertaining to specific client issues.
  • Assist in the development of program specific policies and procedures/guidelines and in the overall planning and development of the program.
  • Attend and participate at team and general staff meetings as scheduled.
  • Participate in the evaluation component of the relevant program.
  • Maintain effective communication of information among internal and external stakeholders.
  • Participate in staff development as appropriate to the position.
