SUMMARY

About the Position: This position is located at Madigan Army Medical Center in Tacoma, Washington, serves as a Public Health Nurse responsible for delivering core public health services, conducting community health assessments, consulting for Child and Youth Services (CYS), supporting epidemiology efforts, managing health promotion, and overseeing public health administration.
This is a Direct Hire Authority (DHA) solicitation.

IN ADDITION TO MEETING THE BASIC REQUIREMENT ABOVE, TO QUALIFY FOR THIS POSITION YOU MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW:

Education/Experience: I have a diploma, associate degree, or bachelor’s degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-9 grade level or above) which includes conducting comprehensive inspections of youth centers, child development facilities, and family childcare programs to ensure compliance with health and safety standards; providing health education on key topics such as communicable disease prevention, pediatric health conditions, and safe medication administration practices; evaluating health promotion programs (e.g., tobacco cessation, performance triad). (Note: You must attach a copy of your transcripts.)
OR
Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field.
Exemption: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet one of the requirements below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program
OR
3 full years of progressively higher-level graduate education from a professional nursing program.

Responsibilities
  • Serve as a Public Health Nurse and Community Health Nurse, providing health consultation services to programs including Child and Youth Services (CYS), Epidemiology, Health Promotion Management, and Public Health Administration and Analysis.
  • Conduct initial, monthly, and quarterly health and sanitation inspections for facilities ensuring compliance with public health standards and promoting safe environments for children.
  • Evaluate health education classes focused on medication administration, communicable diseases, pediatric health conditions, and health promotion practices, ensuring instructional quality, accuracy, and alignment with current public health guidelines.
  • Conduct epidemiological investigations of disease outbreaks and perform communicable disease surveillance and control in alignment with established policies, regulations, and operational standards to protect public health.
  • Make appropriate referrals to county, state, and Army Public Health authorities in accordance with standing delegation orders, standard operating procedures, and in collaboration with a credentialed healthcare provider.
  • Analyze needs assessments to support program planning, including health status evaluation, risk identification, resource mapping, cost-benefit analysis, and priority setting for health promotion and disease prevention initiatives.
  • Update internal Standard Operating Procedures (SOPs) and oversees the implementation of operational processes related to assigned programs, ensuring consistency, efficiency, and compliance with organizational standards.
