Brief Job Description: Nursing Facility Administrator (NFA) Program

Specialist for Credentialing and Registry Enforcement Unit (CARE)
This position leads and conducts enforcement/compliance review for the Nursing Facility Administrator (NFA), Criminal History (CH) Enforcement and all CARE programs. Oversees referral processes; ensures all NFA, criminal history and CARE program referrals meet requirements; ensures all referrals received from regions as result of survey/investigation findings and criminal history referrals from Licensing are tracked/processed timely; works extensively with Legal to interpret criminal histories to determine validity.
Oversees/coordinates with Special Investigations Unit for receipt/completion of referrals/investigations and accuracy of investigation reports. Oversees and offers due process to referred nursing facility administrators; coordinates Informal Reviews (IR); conducts Further Administrative Reviews (FAR); coordinates with attorneys to prepare/testify for formal hearings; imposes and timely enters final enforcement actions; tracks completion of sanctions. Extensive knowledge of nursing facility administrator programs; implements and recommends changes/improvements to program procedures; documents, tracks and analyzes program statistics and provides as requested to management; and provides technical assistance and consultative work.
Oversees the implementation and development of program guidelines, rules, and policies of the NFA program and recommends improvements as necessary. Assists with the referral process and compliance for the NFA program to include NFA and CH Enforcement.
Preparation of timely and comprehensive enforcement tracking worksheets (ETW) to include the Issue Rule Application Conclusion (IRAC) review process for each NFA referral/complaint. Oversees the determination of a compliance decision and conclusion to submit to the Governor appointed Nursing Facility Administrators Advisory Committee (NFAAC) for review and recommendation of sanction. Acts a liaison to the NFAAC and Governor’s Office to coordinate the submission and review of NFA referrals/complaints, scheduling and coordinate quarterly NFAAC public hearings for the committee to review and recommend sanctions.
Works under general supervision of the Director of Credentialing and Registry Enforcement, with moderate latitude for the use of initiative and independent judgment.
Market rate for this position is $69,105.08

Knowledge of state and federal laws, regulations and rules relevant to Nursing Facility Administrator Enforcement and Nursing Facility Enforcement CH (Criminal History) Enforcement.
Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to develop and evaluate policies and procedures; to prepare reports; to market program(s); to communicate effectively; to draft effective and professional written correspondence; and to train others

INITIAL SCREENING CRITERIA:

Graduation from an accredited four-year college or university.
Experience in a Texas state agency long term-care regulatory program may be substituted on
a year for year basis for the required education, with a maximum substitution of
four years.
Experience with and Regulatory Services long-term care surveys preferred.
Experience with electronic communications, including computer word processing software.
