This role ensures high-quality, evidence-based nursing practices, regulatory compliance, staff development, and continuity of care for all clients served within residential programs and the ACT program. The Nursing Manager serves as a clinical resource, provides supervision to assigned Registered Nurses (RNs), and collaborates with interdisciplinary teams to support client-centered care. SUPERVISION Supervision Received This position is supervised by the Residential Programs Manager. In the Residential Programs Manager’s absence, reports to the Chief Operating Officer. Supervision Exercised Provides supervision of the residential programs RNs and the ACT program RNs. Supervision will be provided in an individual and group format. The Nursing Manager will document supervision activities, which will be used to evaluate employee performance. RESPONSIBILITIES The Nursing Manager shall meet and maintain all standards and procedures for the provision of care and services to residents and clients who have been diagnosed with a mental illness in mental health licensed adult residential treatment facilities and the community. Provides direct supervision, coaching, and performance evaluations for residential RNs and ACT nurses. Supervise, train and evaluate RNs, provide re-training and evaluate staff performance. Responsible for ensuring appropriate staffing levels; scheduling and reviewing and verifying time sheets. Foster a positive, collaborative, and trauma-informed work environment. Participate in hiring, onboarding, and retention strategies for nursing employees. Ensure adherence to state and federal regulations, accreditation standards, and internal policies. Conduct routine audits of nursing documentation, medication management systems, and client health records. Participate in incident review, root cause analysis, and corrective action planning. Lead or support quality improvement initiatives and program evaluations. Develop and implement trainings on medical protocols, safety, and best practices. Support continuing education and licensure compliance for nursing staff. Serve as a mentor and resource for competency development. Work closely with Program Managers, Residential Leadership, Medical Providers, and Behavioral Health Teams. Participate in interdisciplinary team meetings, care planning sessions, and case reviews. Serve as a nursing representative in leadership and administrative meetings. Other duties as assigned. Requirements QUALIFICATIONS REQUIRED Active RN license in Oregon. Bachelor of Science in Nursing (BSN) required; MSN preferred. 3-5 years of nursing experience in behavioral health, community mental health, or residential care. 2+ years of supervisory experience in behavioral health, community mental health, or residential care. Work experience in a mental health for at least two of the last five years. Knowledge of psychiatric nursing, medication management, and crisis intervention. Ability to pass a criminal history background check. PREFERRED Experience with ACT programs, people with severe mental illness, residential treatment programs, and supportive housing. Familiarity with electronic health records (EHRs), Oregon Administrative Rules (OARs) and documentation standards. Certification in Psychiatric-Mental Health Nursing (PMC-BC) or similar specialty. Experience in community mental health, behavioral health, and/or residential care. Other Skills and abilities Use a computer for word-processing, basic spreadsheet accounting and forms development. Knowledge of the diagnosis and treatment of mental illness and principles of counseling, or ability to acquire such knowledge. Knowledge of administrative principles including budgeting, personnel, human resources and supervision. Ability to learn and implement CCS procedures, regulations and requirements with respect to procurement, budget, safety, operations and organization. Ability to communicate and coordinate well with a diverse population including staff members, professional consultants, agencies, customers and members of the general public. Must be able to communicate effectively in both verbal and written formats. Must have the ability to present and exchange information internally across teams and co-workers, and externally with customers and the public. Information communicated ranges from routine/basic to complex and confidential. The position requires the handling of highly confidential information. Must adhere to rules and laws pertaining to client confidentiality. CRIMINAL BACKGROUND CHECKS Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380. In addition to a pre-employment background check, each employee, volunteer and contractor shall be checked monthly against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee, volunteer or contractor is excluded or sanctioned it will be the cause for immediate termination of employment, volunteering, or the termination of the contract. PRE HIRE DRUG SCREEN REQUIRED PERSONAL AUTO INSURANCE Must hold a valid driver’s license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings. Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more property damage, and maintain said level of coverage for the duration of employment at CCS. The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS. PHYSICAL DEMANDS While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone systems that require find manipulation, grasping, typing and reaching. The employee is also regularly required to sit, talk, and hear; use hands and fingers and handle or feel. The employee is occasionally required to stand, walk, reach with hands and arms, stoop, kneel and/or squat when adjusting equipment or retrieving supplies. The employee may occasionally lift and/or move up to 30 pounds; specific vision abilities required for this job include close vision, peripheral vision, distance vision and the ability to adjust focus. The employee should possess a valid driver’s license for vehicle travel when working on behalf of the agency. Must be willing to work a flexible work schedule depending on community and resident needs. WORK ENVIRONMENT Work is performed in an office environment as well as in the community. The noise level in the office environment is usually moderate, but occasionally one may be exposed to loud noises. The noise in the community, including the homes of customers, is often difficult to predict. Occasional out of area travel and overnight stays will be required for attendance at meetings and trainings. However, the employee also will be required to work in the community. Handicap access may not be available at all places where this position must go. There are some situations where this position may be required to respond to environments where a client is in crisis. The environments in these situations are difficult to predict and may be in uneven terrain. This position exposes the employee to the everyday risks or discomforts which require normal safety precautions typical of such places as an office.
