The City of Edmonton is seeking a dynamic and proactive Strategic Planning Analyst to join the Edmonton Fire Rescue Services (EFRS) team. In this role, you will provide crucial support to the Fire Chief, the Strategic Coordinator and the Deputy Fire Chiefs in coordinating responses to public inquiries, project support, report development, and contributing to the alignment of EFRS’s strategic plan with current policies and city-wide priorities. Reporting to the Branch Strategic Coordinator, the Strategic Planning Analyst will work on various projects related to strategy and operations, develop communication materials for different audiences, and work with the leadership team on employee engagement, recognition and appreciation initiatives. Collaboration with internal and external partners, strong communication skills, and analytical abilities are essential for success in this role. This role offers the opportunity to contribute to continuous improvement, the employee experience and the overall effectiveness of Fire Rescue Services.

SKILLS REQUIRED FOR SUCCESS:

  • Significant political savvy/acumen and the ability to work in a trusted environment
  • Considerable knowledge of continuous improvement principles, program development, benchmarking and procedures for alignment of project objectives with the department’s business plan goals
  • Project and process management including the ability to effectively gather, synthesize, and analyze data
  • Prepare internal EFRS communications materials including presentation, memos, reports, briefing notes
  • Ability to understand and execute oral and written instructions of an advanced nature and ability to express complex ideas and concepts effectively and persuasively, verbally and in written format
  • Skills and expertise leading integrated interdisciplinary teams with demonstrated results in collaborative project plan development
  • Ability to assertively build effective working relationships with all levels of management, and demonstrated comfort working with and advising senior leaders

Qualifications:

  • Completion of a University degree in Business Administration, Commerce, Finance, Public Administration, Planning, Communication Studies or a related discipline
  • A minimum of two (2) years of progressively responsible experience in a combination of: strategic and operational business plannin
Responsibilities
  • Provide input into developing branch templates, guidelines, procedures, workflows and tools for service improvements aligned with the Fire Chief’s Vision
  • Support projects, initiatives or business process improvements to achieve branch outcomes
  • In collaboration with the leadership team, develop initiatives and processes that contribute to an improved employee experience through appreciation, recognition and engagement activities
  • With a continuous improvement lens, challenge the status quo by assessing areas for improvement, identifying and researching best practices, make recommendations to process changes that will result in more efficient and effective service delivery
  • Identifying trends and common issues and developing solutions, improvements and recommendations that ensure efficient, streamlined and effective programs and processes
  • Collaborate with partners to ensure coordination and integration of activities across sections
  • Support the development and analysis of Council reports, presentations, memos and correspondence across the Branch
  • Lead the scoping, planning and implementation of Council initiatives and inquiries at Fire Rescue Services
  • Act as a liaison to interdepartmental partners and corporate stakeholders
  • Act as a Branch champion, while participating on committees, teams and working groups
  • Work with the Branch leadership team to identify and prioritize annual projects/initiatives to advance services delivered to citizens
  • Support the process for implementing, aligning and integrating branch communications and the strategic alignment to EFRS strategy
  • Provide advice, expertise and facilitation to the section in the understanding of the strategic and corporate initiatives
  • Contribute to implementation of action teams, plans, analysis, and solutions to implement priorities
  • Identify trends, issues, and gaps and implement best practices
  • Perform gap analysis to determine how to move from current state processes to desired future state processes
  • Provide recommendations to management on the identified gaps between current and future state processes and suggest opportunities to eliminate redundant, duplicate and no value-add tasks to streamline processes
  • Collaborate and work across sections and within the branch to align strategy/ business processes
  • Recommend new or revised policies, procedures and processes
  • Address politically sensitive inquiries
  • Ensure a strong and robust communication process between community groups, leadership and City staff
  • Other duties as assigned
