PENDING BUDGET APPROVAL 1. SUMMARY The Defence Industry, Innovation and Armaments Division (D2IA) leads on the rapid development and delivery of cutting-edge and interoperable defence capabilities, working with innovation ecosystems and industry across the Alliance to meet NATO’s deterrence and defence needs. The Industry Directorate is at the forefront of NATO’s efforts to engage Defence Industry across the Alliance to enable NATO to meet its defence capability requirements, with a clear focus on expanding overall industrial capability and capacity. In doing so, the Directorate cooperates with a range of industry partners from established industry actors, to small and medium-sized enterprises through to start-ups, new technology and innovation ecosystems. It supports the work of the Conference of National Armaments Directors, and its substructure, in particular the Defence Industrial Production Board and the NATO-Industry Advisory Group. The Directorate works closely on industry issues with a set of stakeholders across NATO including Allied Command Transformation, the NATO Support and Procurement Agency and the NATO Communications and Information Agency as well as with the EU and NATO partner nations. The Directorate also places a significant focus on addressing interoperability challenges through standardization to ensure that Allied forces can operate successfully together Within the Industry Directorate, the Industry, Partnerships and Policy Section (IPPS) formulates policies and offers advice on industrial and cooperation matters in D2IA’s areas of responsibility. IPPS coordinates with other NATO entities involved in the development of defence capabilities and defence industrial production, as well as the European Union (EU). The Section is also responsible for advising on the involvement of non-NATO nations in NATO structures supported by D2IA. The Section leads efforts for the Conference of National Armaments Directors (CNAD) the senior North Atlantic Council (NAC) body responsible for the promotion of armaments cooperation in the Alliance. The Section leads on the Alliance’s defence production and supply chain agenda. The incumbent’s main responsibility is to support the Defence Industrial Production Board (DIPB or “the Board”), a committee reporting to the CNAD. The DIPB is responsible for exchanging best practices, providing advice and making recommendations on defence industrial production, capacity and procurement issues in support of the delivery of NATO and Allied defence capabilities. As the committee secretary, the incumbent counsels and assists the DIPB Chair and Vice-Chair, provides coordination and policy support, as well as staff support including strategy development, drafting, administrative and organisational functions. The incumbent leads content management for DIPB-relevant information, and contributes to the coordination of the DIPB Working Groups. The incumbent provides organisational and policy support to Divisional leadership and Allies in matters relating to the DIPB, in accordance with the Board’s Strategy and Work Plan. 2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must: • possess a University degree from an institute of recognised standing or equivalent level of qualification in a relevant field for this position; • have at least 2 years of relevant work experience, such as organising and carrying out activities within a committee setting; • be able to draft quickly, clearly and concisely in one of the official languages of the Organisation; • possess an understanding of NATO and current developments affecting the Alliance, including in the domains of defence industry and capability development; • have strong interpersonal skills, including the ability to work effectively in a multi-cultural and multi-disciplinary environment as a team member as well as independently; • be computer literate with excellent knowledge of MS Office tools and knowledge of SharePoint; • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other. DESIRABLE The following would be considered an advantage: • experience working in an international environment in a similar position; • an understanding of current strategic policies and issues relating to the transatlantic defence and technological industrial base and related defence-critical supply chain security challenges; • knowledge of the civil and military structure of the Alliance, particularly in regards to the overall aspects of the functioning of the NATO Headquarters and the NATO Committee Structure. 3. MAIN ACCOUNTABILITIES Information Management Oversee the efficient flow of information. Advise the Chair and coordinate work for the development of the DIPB agenda, and draft speaking notes, decision sheets and other supporting documents, as appropriate. Monitor ongoing work in other relevant committees/bodies for issues that may be of interest to the DIPB. Ensure online content is up-to-date and relevant. Planning and Execution Oversee activities to ensure the DIPB delivers on the Strategy and Work Plan, in accordance with specified deadlines and stay abreast of the DIPB Working Groups’ efforts and initiatives. Manage and address all practical, administrative and logistical aspects of the Board’s work. Track the execution of taskings, implementation of decisions and contribute to the timely execution of direction and guidance provided by the committee. Knowledge Management Control the quality, quantity and relevance of input to the knowledge management systems, and share relevant information across the Division. Exchange knowledge and information as appropriate with colleagues on topics influenced by industrial developments. Ensure the timely preparation, processing and issuance of committee documents (reports, agendas, decision sheets and other documents required). Stakeholder Management Clarify stakeholders' expectations when needed. Counsel and assist the Chair, and ensure that stakeholders, including officers and DIPB Working Group Chairs, produce quality and timely work for the committee. Cultivate a network of relevant stakeholders, both within and outside NATO to inform and enable committee discussions, including to ensure that requirements related to the transatlantic defence industrial base are well informed, coherent and aligned. Build strong relationships with the DIPB Senior Representatives. Expertise Development Maintain and apply existing and newly acquired expertise. Develop and maintain expertise on current developments across Alliance and partner defence industry and defence industrial policies. Develop and broaden understanding of NATO policies to effectively and efficiently support the DIPB. Organisational Efficiencies Analyse, recommend and implement organisational efficiencies to ensure continuous improvement. Ensure DIPB activities are aligned with organisational rules, policies and procedures, and consider opportunities to improve existing processes and ways of working in line with organisational and DIPB priorities. Perform any other related duty as assigned. 4. INTERRELATIONSHIPS The incumbent reports to the Officer, Industry, Partnerships and Policy Section (who deputizes for the Section Head) and works in close cooperation with the Section and entire Division, the Council Secretariat and other relevant International Staff (IS) and International Military Staff (IMS) stakeholders. The incumbent performs relevant tasks in direct contact with senior members of the IS and IMS, members of national delegations, NATO Science & Technology Organisation, NATO Agencies, International Organisations, industry partners and subject-matter experts. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. Contract clause applicable: In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity. The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract. If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations. NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.
