MAIN RESPONSABILITIES:

Under the supervision of the Head of Programme, the Programme & Policy Officer will carry out the functions of head of Research Analysis and Monitoring (RAM) unit, with the following functions and responsibilities:
1. Contribute to the development of RAM strategies, activities, plans and processes, ensuring alignment with wider WFP policies and guidance, and actions related to protection and PSEA corresponding to RAM.
2. Supervise and support the planning and implementation of VAM and MEAL activities in coordination with the coordinators of both areas; and act as second level supervisor of the RAM field teams, providing assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
3. Contribute to evidence-based decision-making on programme design and implementation, as well as to donor reporting and proposals, notably through making monitoring, assessment and evaluations findings accessible, developing innovative, user-friendly, and informative products and analytical inputs.
4. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practices.
5. Support the capacity building of WFP staff, partners, and national government to conduct monitoring and vulnerability analysis to effectively inform programme activities.
6. Support WFP Management in addressing recommendations from assessments, monitoring, reviews and learning activities to ensure that follow-up actions are taken as required.
7. Incorporate accountability to the affected population, protection, gender, and age perspectives in all areas of work to ensure equal participation of women and men in analysis, reporting, presentations, protocols, tools, systems, and recommendations.
8. Support the review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate logframe indicators and outcome targets are documented).
9. Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
10. Represent WFP with partners to contribute to technical discussions, exchange knowledge and experience, and seek appropriate interventions based on evidence and areas of potential collaboration.
11. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
12. Work closely with internal counterparts and external partners to strengthen the quality and coherence of programme and RAM activities in the field.
13. If required, lead review exercises as reflected in the monitoring and evaluation plan which must be aligned with the Country Strategic Plan.
14. Oversight and support the timely data entry in WFP’s corporate system COMET, which is a tool for programme design, implementation, monitoring and performance management.
15. Other as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with two (2) additional years of related work experience.
Experience: Minimum 4 years of experience in leading teams. Minimum 2 years of relevant work experience in supervising and providing technical assistance to teams of research, evaluation, assessment and/or monitoring. Performed monitoring, evaluations and assessments at multiple field locations. Proficiency in qualitative, quantitative methods, food security and vulnerability analysis and data management software (ODK, COMET, MODA, Atlas.ti, SPSS, Tableau).
Language: Fluency (level C) in Spanish and English.

To provide leadership to the Research, Assessment and Monitoring (RAM) unit, which supports accountability to affected communities and monitoring activities along with assessing the economic, market and food security situation of the country. The RAM unit has two key components, namely: VAM and MEAL. The purpose of programme monitoring, evaluation, accountability and learning (MEAL) is to increase the efficiency and effectiveness of WFP’s programmes, for decision-making and accountability and consultation to affected communities through quantitative and qualitative monitoring, community feedback mechanisms and learning. The Vulnerability, Analysis and Mapping (VAM) focuses on evidence generation to support food security policies and programmes analysis of food security, climate-related events, targeting, economic, market and price monitoring activities.
The job holder is expected to support the development and implementation of RAM plans aligned to WFP corporate standards and the assurance framework, to generate quality evidence on the lives of beneficiaries and inform policy, advocacy and donor engagement, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. They may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives
The job holders must operate independently and be involved in strategy design and planning, operational activities and related analytical work.
