1 Position Vacancy Work Shift : 9:00am - 5:00pm This is an AFSCME 3835 Bargaining Unit Position Job Summary Reporting to the Manager of Legal Services, the Omitted Assessment Analyst administers the omitted assessment process for all properties where an omitted assessment is warranted under the Property Tax Code. The Omitted Assessment Analyst provides information regarding omitted assessment processes, analyzes application documentation, maintains databases to track omitted properties, evaluates and researches omitted valuation concerns, prepares worksheets for homestead exemptions upon application for any homestead exemptions omitted assessment appeals, and communicates decisions to the Manager of Legal Services. The Omitted Assessment Analyst routinely communicates with agencies, elected officials, and the general public as part of their essential job duties. Essential Job Duties • Receives assignments and guidance from the Manager of Legal Services, Legal Counsel or Director of Legal. • Enters and processes omitted assessment date, coordinates with field and valuations teams to establish omitted assessments. Sends notices of omitted assessments and result letters to taxpayers. • Prepares analysis of maps, GIS, field reports, and math calculations when there is a request for a field inspection to pick up an improvement and the need to apply an occupancy factor. • Prepares and processes omitted assessment worksheets for commercial and residential properties when CCAO grants a valuation reduction or a homestead exemption(s) via the appeals and omitted certificate of error process. • Works omitted properties on the same township opening and closing schedule that general assessments follow. • Works closely with leadership on system requirements and updates staff on steps necessary to implement omitted procedures in the CCAO system of record. • Provides any omitted assessment data and evidence requested by the Cook County Board of Review. Receives and enters omitted assessment reductions granted by the Cook County Board of Review on appeal to that entity. • Assists Freedom of Information staff by providing relevant omitted assessment documents responsive to Freedom of Information Act requests. • Runs reports throughout the assessment schedule for omitted assessment records. • May participate in public policy discussions regarding omitted assessments and related work. • May work extended hours, weekends, and holidays as assigned. Minimum Qualifications • High school diploma or GED certificate. • Three (3) years of full-time work experience with at least one of the following: preparing or processing property tax appeals, preparing or processing applications for property tax exemptions, or the valuation or appraisal of real property. • Two (2) years of full-time customer service experience. OR • Associates degree or higher from an accredited college or university. • Three (3) years of full-time experience in a government or office setting. • One (1) year of full-time customer service experience. Preferred Qualifications • One (1) year of full-time work experience preparing or processing exemption applications for property tax exempt properties, not including homeowner type exemptions. • Proficiency with Microsoft Excel. Knowledge, Skills, Abilities, and Other Characteristics • Must be computer literate, with skill and efficiency in entering and retrieving data. • Ability to communicate effectively both orally and in writing to address complex issues regarding exempt property. • Ability to work with others; excellent interpersonal skills in dealing with the public and co- workers. • Ability to interact with the public and taxpayers, providing guidance and information regarding exempt property. • Knowledge of the Assessor’s Office procedures, polices, practices and guidelines or the ability to gain such knowledge. • Ability to meet Assessor’s Office and departmental deadlines and effectively utilize time with limited oversight. • Knowledge of Assessor’s Office procedures related to the assessment cycle/township cycle or the ability to gain such knowledge. • Ability to create good working relationships both inter-agency and intra-agency. • Ability to self-start and work independently, escalating issues to management where appropriate. • Ability to understand and analyze legal descriptions of real property. • Knowledge of concepts set out in Articles 9, 14, and 15 of the Illinois Property Tax Code, or the ability to gain sufficient knowledge to perform essential job duties. • Must have math skills to accurately calculate exemptions including the ability to create/use formulas in Microsoft Excel or equivalent software. Physical Requirements • Visual acuity sufficient to review and edit written communications for long periods of time. • Walking between offices and meetings may be required. • Repetitive use of hands to handle and/or operate standard office equipment. • Regular use of a telephone to communicate.
