JOB SUMMARY:
Chief Program Officer (CPO) is a key executive responsible for overseeing and driving strategic planning, development, implementation, and evaluation of all programs. The CPO plays a pivotal role in shaping the organization’s mission and impact, ensuring that programs align with strategic objectives and deliver measurable results. As the organization’s lead of programming, the CPO also works with the operations leader to ensure strong, financial and programmatic performance of their teams.
ON-RAMP is a workforce development training organization supported by CenterState CEO as part of a statewide initiative to train Central New York residents in advanced manufacturing, construction and adjacent industries.
EDUCATION
- Bachelor’s degree required in public administration, nonprofit management, business administration, or a related field.
- Advanced degree preferred (e.g., Master’s in Public Administration (MPA), Master’s in Business Administration (MBA), or other relevant graduate program).
EXPERIENCE
- At least 10 years of managerial experience in progressively responsible leadership roles, with a minimum of 5 years in a senior leadership position overseeing operational and performance outcomes.
- Demonstrated experience in strategic planning, leadership, and program development.
- Proven track record in grant administration and compliance with government regulations relevant to program operations.
- Experience leading complex projects, programs, and training initiatives.
- Strong background in budget management, finance, and investment strategies.
- Skilled in team supervision, including delegating responsibilities, fostering collaboration, and motivating staff to achieve results.
SKILLS & COMPETENCIES
- Excellent written and verbal communication skills.
- Strong analytical and decision-making abilities.
- Proficiency with productivity software (e.g., Microsoft Office Suite, Google Workspace) and data analysis tools.
- Ability to handle sensitive information with discretion and confidentiality.
SPECIAL REQUIREMENTS:
This role requires one to be able to manage discrete information, have excellent communication, and people skills and the ability to work effectively with a diverse group of people. A high standard of professional and ethical conduct, integrity, and accountability is required. Fluency in Spanish a plus. Advanced degree a plus.

- Excellent technical skills and proficiency with Word, PowerPoint, Excel, Outlook, and other software, as necessary.

- Provides staff support to ON-RAMP’s Board of Director’s and committees.

- Leads weekly team meetings.
- Practices community engagement through partnerships, participation, and alignment with ON RAMP’s events, events of core partners and other activities.
- Develop, maintain, and program tracking systems using innovative software.
PHYSICAL AND MENTAL REQUIREMENTS:
- Close mental and visual attention required to perform work, verbal communication, using a computer terminal, and/or extensive reading.
- Must be able to lift and carry up to 20 pounds and push and/or pull up to 20-pound loads at a time relative to event-based equipment.
- Must be able to sit for long periods of time.
