Description:
ABOUT THE PROJECT:
The ROBMC (Rhine Ordnance Barracks Medical Center) is a major military healthcare facility under construction near Ramstein Air Base in Weilerbach, Germany. It is designed to replace the Landstuhl Regional Medical Center (LRMC), which has served as the primary U.S. military hospital in Europe for decades. The new facility will provide medical services to U.S. military personnel, their families, and other eligible beneficiaries in Europe, Africa, and the Middle East.
The ROBMC will be a state-of-the-art medical center featuring advanced medical technology and facilities for surgery, emergency care, inpatient services, specialty clinics, and support functions. It will also serve as a trauma center for military operations, supporting both combat and non-combat missions. The construction of the ROBMC is one of the largest U.S. military healthcare projects outside the United States and aims to enhance healthcare delivery to U.S. forces and partners in the region.
The project has been a collaboration between the U.S. Army Corps of Engineers (USACE) and the Defense Health Agency (DHA), with an emphasis on modern design standards, patient care, and energy efficiency.
Responsibilities:
ON-SITE PROJECT ENGINEER, ROBMC PROJECT – WEILERBACH, GERMANY - ROLES AND RESPONSIBILITIES
- Provide on-site technical engineering support for the ROBMC project, focusing on medically unique field and office engineering conditions.
- Analyze design documents, specifications, drawings, and technical correspondence, including RFIs, to provide recommendations to the Defense Health Agency (DHA) Program Manager and government representatives for day-to-day office operations.
- Conduct field surveys to assess construction layouts, investigate existing conditions, and ensure compliance with construction specifications, design documents, and safety standards, including NFPA codes and The Joint Commission (TJC) standards.
- Coordinate with infection control and safety officers to ensure compliance with facility protocols and reported compliance issues to the Contracting Officer’s Representative (COR) or other government officials.
- Collaborate with U.S. Army Corps of Engineers (USACE) staff to monitor contractor quality control activities and provided recommendations regarding medically unique construction concerns for government action.
- Coordinate with hospital staff to manage reviews and notifications related to projects and utility outages, and provided engineering support during utility outages.
- Participate in design development, pre-construction, in-progress reviews, and other project-related meetings, providing timely reports to COR and other officials.
- Act as a liaison with multiple stakeholders, including Facilities, Logistics, Med Maintenance, construction contractors, and DPW staff, ensuring smooth project execution.
- Assisted COR and other government officials by serving as Office Engineer when required.
