1 Position Vacancy Job Summary Reporting directly to the Director of Operations, the Operations Analyst provides operational support for projects, strategic planning and implementation on organizational and policy initiatives for the Cook County Assessor’s Office (CCAO). The Operations Analyst will create business requirement documents (BRDs) and document functional and procedural requirements. The Operations Analyst will analyze current processes and help identify inefficiencies and gaps. The Operations Analyst provides excellent customer service and interacts with co-workers and vendors as assigned by Director of Operations or Chief Operations Officer. Essential Job Duties • Assists in the designs of project plans including objectives, timelines, resources, and communications. • Helps gather and analyze data to inform decisions about the planning and implementation of initiatives. • Helps support the implementation of new tools, systems, or procedures. • Helps track and monitor interdepartmental projects led by the Operations Department. • Assists in maintaining, creating and editing records of process changes, methodologies and reports as well as ensures procedures are well-documented for consistency and training. • Assists in the development of reports and technical manuals as needed. • Helps map and review current workflows and identifies pain-points and/or redundancies. • Works with teams across different departments as needed to document different processes or review office policies as assigned by the Director of Operations or Chief Operations Officer in order to ensure technical and procedural components throughout the office align. • Works with staff from other CCAO divisions to obtain technical and operational analysis with supporting data and to analyze budgetary, policy or operational impacts that proposed projects or tools may have on the CCAO. • Must work within and maintain confidentiality of information or data that may be used for policy discussions and/or staffing metrics. • Maintains professionalism when working with staff and management across the various departments. • Provides excellent customer service to all CCAO customers. • Performs other duties as assigned. Minimum Qualifications • Bachelor’s degree or higher from an accredited college or university. • Two (2) years of procedural and technical analysis, requirements gathering, creating process reviews or project implementation. Preferred Qualifications • Proficiency in Microsoft Suite applications, including Excel and Access. • Four (4) years of procedural and technical analysis, requirements gathering, creating process reviews or project implementation. Knowledge, Skills, and Abilities • Knowledge of CCAO procedures, polices, practices and guidelines, or the ability to quickly gain such knowledge. • Knowledgeable of project management methodologies such as Agile and Waterfall. • Knowledge of CCAO procedures related to CCAO operations, function, activities and the property tax system, or the ability to gain such knowledge. • Knowledge of Cook County Government, or the ability to quickly gain such knowledge. • Knowledgeable Microsoft Project, Monday.com or other project management tools. • Proficiency with Microsoft Office platform, specifically Microsoft Word, PowerPoint and Excel. • Ability to converse knowledgeably and communicate effectively, both orally and in writing. • Ability to work with others, excellent interpersonal skills in dealing with the public and co-workers. • Excellent organizational skills. • Track record of thinking conceptually and mastering complex subject matters quickly. • Strong organizational skills and demonstrated capacity to develop and implement practical strategies, plans and solutions to identified issues and problems. • Ability to manage multiple projects effectively. • Ability to develop, coordinate and implement programmatic changes. • Ability to work well with the agency’s senior leadership, supervisors, co-workers and external partners and stakeholders. • Ability to meet CCAO and departmental deadlines and effectively use time with limited oversight. • Ability to work independently and to undertake supervisor responsibilities (as needed). • Working knowledge of CCAO’s Employment Plan, Employee Handbook, and any applicable collective bargaining agreement(s). • Must be computer literate, with skill and efficiency in entering and retrieving data, and possess the ability to utilize CCAO systems and databases. Physical Requirements • Visual acuity to review and edit written communications for long periods of time. • Walking between offices and meetings may be required. • Repetitive use of hands to handle and/or operate standard office equipment. • Regular use of a telephone to communicate.
