Description:
Chemonics seeks a Operations Director for the anticipated USAID/Colombia Responsive Governance Activity (RG II) based in Colombia. The project aims to enhance good governance, public financial management, and effective public service delivery in conflict-affected municipalities. The Operations Director will work in close coordination with senior program staff to manage the day-to-day operations and administration of the program, including project operations procurements, operational systems, and logistics. This position will be based in Bogota, Colombia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
QUALIFICATIONS:
- Bachelor’s degree in a relevant field, such as finance, business administration, international development; Master’s degree is preferred
- A minimum of seven years of experience in administrative and financial management of large-scale, complex, international development assistance programs, experience with USAID activities highly preferred
- A minimum of three years of supervisory experience, overseeing staff and teams in Colombia
- Possess a comprehensive understanding of USAID rules and regulations for project implementation, specifically for cooperative agreements
- Proven success working in team environment with geographically dispersed program and technical staff
- Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
- Strong analytical skills and demonstrated ability to solve complex problems.
- Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively
- Demonstrated leadership, versatility, and integrity
- Fluent spoken, written and reading ability in Spanish. English fluency preferred
Responsibilities:
- Serve as primary liaison to Chief of Party and technical team for all operational, financial, procurement, and contract management matters
- Identify challenges, obstacles, and difficulties affecting the operation and effectiveness of project implementation, develops strategies to solve these problems, and works with the COP and USAID as needed to install and implement these strategies
- Oversee project human resources management, including the recruitment, hiring, orientation, training, and termination of personnel required for the execution of project activities; ensure compliance with local labor laws, USG regulations, and Chemonics policies related to HR
- Track field office expenditures, produce annual budget forecasts, and monitor overall financial performance of the project, in coordination with the PMU and project operations staff.
- Oversee activity fund, ensuring a responsive, timely, and compliant procurement process for subcontracts, grants, and consultancies
- Maintain and oversee procurement actions
- Participate in the development of the annual work plan and formulation of other deliverables and reporting to USAID
