STEP Engineering is a professional engineering consulting firm located in Calgary, Alberta. We are a multi-discipline organization specializing in the oil and gas industry. Our goal is to provide engineering services of the highest quality in order meet the specific needs of every client.
We are looking for a talented Operations Engineering Manager to join their dynamic team. As the Operations Engineering Manager, you will be responsible for maximizing refinery value by mastering refinery production optimization, improving P/L performance, identifying, and reviewing debottlenecking project opportunities. working on Turnaround (cost, scope, and schedule), new debottlenecking and improvement project development, non-process engineering and maintenance improvement.

QUALIFICATION AND EDUCATION REQUIREMENTS:

  • Minimum of 15 years of experience in operations engineering or a related field (including 4-year experience in management or leadership position).
  • University degree in engineering and is a professional engineer or has eligibility for professional membership in APEGA.
  • Demonstrated leadership and refinery operation experience.
  • Demonstrated experience in refinery optimization and performance improvement.
  • Demonstrated experience in daily production and operation review, P/L review, and financial monthly review.
  • Demonstrated experience in economic planning and scheduling, process engineering, HAZOP, PHA, and LP modelling.
  • Demonstrated experience debottlenecking and improvement projects up to $300MM.
  • Demonstrated experience in turnaround, maintenance, and sustaining capital projects.
  • Experience and technical knowledge of construction management, procedures, materials, and equipment, preferably relating to industrial and commercial construction.
  • Experience with labor markets, labor cost, and project estimate.
  • Knowledgeable in operational risk management.
  • Strong interpersonal skills and the ability to function effectively in a collegial environment.
  • Proven ability to collaborate with multiple diverse stakeholders and build and maintain strong relationships; ability to maintain credibility with stakeholder groups.
  • Prior experience working on greenfield/brownfield construction projects is considered an asset.
  • Demonstrated presentation skills to management and executive levels.

Responsibilities:

  • The position is based in Calgary and will require travel on site to review refinery constraints, identify and evaluate debottlenecking and improvement projects to increase gross margin and reduce operating costs.
  • Review and analyze daily production performance to understand trend and identify opportunities for improvements.
  • Review and oversee refinery optimization through operation and process engineering.
  • Participated in project study including pre-FEED and FEED.
  • Facilitated maintenance activities priority to increase and maintenance reliability.
  • Review operation and production to ensure the refinery performance is maximized.
  • Review refinery process units and their performance.
  • Review refinery financial monthly statement.
  • Ensure refinery start-up and shutdown and special procedures properly done efficiently
  • Oversee and review economic planning and scheduling.
  • Responsible for LP models closely matched with actual refinery performance.
  • Participate in developing debottlenecking and improvement projects.
  • Other responsibilities will be assigned due to dynamic environment.
  • Review and evaluate turnaround scope, cost, and schedule development.
  • Ensure turnaround having right required scope and reasonable duration to minimize cost and maximize benefits.
  • Ensure turnaround is well prepared and planned before execution.
  • Work with leadership team during planning and execution.
  • Identify any improvements and influence leadership team for implementation.
  • Review and recommend maintenance improvement and engineering initiatives including electrical engineering, instrumentation and control, mechanical engineering, and civil engineering.
  • Other responsibilities will be assigned due to dynamic environment.
