  Operations & Fleet Support Officer |PIPP  * Commencement: July 2026  * Long term role, based in Port Moresby, Papua New Guinea * Open to PNG Citizens    About the Program  The PNG Institutional Partnerships Program (PIPP) commenced in 2017 and continues Australia’s long history in providing government-to-government assistance and institutional strengthening in PNG. From April 2022 PIPP has been designed as a standalone investment implemented by Abt Associates working closely with DFAT, Whole of Government (WoG) partners and Government of PNG counterpart agencies. The program will move to Phase 2 by way of a Deed of Variation for two years from 1 July 2026 to 30 June 2028. The program will be focused on ensuring the safety and wellbeing of Australian Government Entity (AGE) officials in PNG and supporting DFAT and AGEs to maximize the benefits from government-to-government relationships in line with the principles of Comprehensive Strategic and Economic    Partnership (CSEP) and Partnerships for Recovery, while also assisting AHC to leverage AGE experience into other DFAT investments. Abt Associates will provide program management and logistics support to WoG agencies participating in the PIPP. There are a small number of other Australian agencies working on sectoral programs who may access logistics services provided under the agreement between DFAT and the Abt Associates. Abt Associates will provide core management services across: 1. Program Implementation and Management; 2. Deployment Support and Logistics; and PIPP Operations Management.    About the Opportunity The Operations & Fleet Support Officer is responsible for providing safe, reliable and timely transport for PIPP Deployees, staff, visitors and other authorised passengers, while supporting routine administrative, logistics and security-related tasks in accordance with PIPP policies, operational procedures and management direction.   Key responsibilities  Transport and Driving Duties * Provide safe, reliable and timely transport for PIPP Deployees, staff, visitors and other authorised passengers. * Drive in accordance with PNG road rules, PIPP policies, and applicable safety and security requirements. * Comply with specific movement, safety or security instructions for field visits, airport movements, official events and other approved travel.   Vehicle Care and Readiness * Conduct daily pre-start and post-trip checks to ensure vehicles are roadworthy, clean, fuelled and ready for use. * Safeguard vehicle keys, fuel cards, communication devices and other issued equipment. Conduct routine non-technical vehicle inspections and report maintenance requirements in a timely manner. Records, Reporting and Compliance * Maintain accurate logbooks, trip records and other required documentation in line with PIPP procedures.Promptly report faults, damage, servicing requirements, accidents, incidents and other issues to supervisor. Journey Management and Security Support * Follow approved journey management procedures for all travel. * Monitor local security conditions and immediately report suspicious activity, roadblocks, civil unrest, accidents or other risks affecting PIPP movement. * Respond appropriately to vehicle breakdowns, medical situations, accidents and security incidents, in line with emergency reporting and escalation procedures. Safety, Conduct and Confidentiality * Ensure all passengers comply with PIPP safety requirements. * Ensure emergency equipment is present and serviceable. * Remain fit for duty and do not drive while fatigued, unwell, distracted, or under the influence of alcohol or drugs. * Maintain confidentiality regarding staff movements, operational activities, visitors and sensitive office information. * Act professionally, punctually and courteously when dealing with Deployees, staff, contractors, service providers, officials and members of the public.   Administrative and Operational Support * Deliver and collect official documents, mail, parcels, supplies and other authorised items as directed. * Provide basic administrative and logistics support, including transport coordination, vehicle bookings and routine admin tasks. * Assist with the routine functionality and accountability of Deployees security assets and other assigned and other office equipment, as directed.    Licensing and Driving Capacity * Hold and maintain a current and valid driver’s licence (Class 6 preferred). Demonstrate the ability to operate a range of vehicles, including four-wheel-drive vehicles, safely and confidently.   Recordkeeping and Vehicle Maintenance * Maintain accurate records in line with PIPP procedures and reporting requirements. * Support timely vehicle servicing, maintenance and minor repairs, where appropriate.   Service Standards and Professional Behaviour * Provide professional, timely and responsive support to internal and external clients.
