Description
The Multi-Domain Solutions (MDS) division at Leidos is seeking a highly skilled OM&R Manager to lead the daily operations, preventive and corrective maintenance, and repair activities of our facilities, equipment, and infrastructure systems. This role is critical in ensuring peak operational performance, safety, regulatory compliance, and cost-effective management of resources while minimizing downtime and ensuring continuous service delivery.

Primary Responsibilities:

  • Oversee daily operations and maintenance activities across facilities and infrastructure systems.
  • Lead and manage a multidisciplinary team including technicians, engineers, and support staff.
  • Develop and implement preventive maintenance programs to optimize equipment performance and lifespan.
  • Manage corrective maintenance and emergency response operations to minimize disruptions and damage.
  • Ensure adherence to safety, quality, and regulatory standards in all operations and maintenance activities.
  • Prepare, manage, and monitor O&M budgets, including labor, parts, contractor services, and capital expenditures.
  • Track and analyze key performance indicators (KPIs) related to system availability, maintenance costs, and reliability.
  • Coordinate with departments such as engineering, procurement, and logistics to support seamless operations.
  • Maintain accurate and up-to-date documentation, including maintenance logs, compliance reports, and operational records.
  • Evaluate and recommend upgrades, retrofits, or replacement of aging assets and infrastructure.
  • Ensure compliance with all applicable health, safety, and environmental regulations.
  • Develop training and development plans for maintenance and operations personnel to build technical capabilities.
  • Manage vendor and contractor relationships, including scoping, scheduling, and performance management.

BASIC QUALIFICATIONS

  • TS/SCI w/ Poly Clearance is required
  • Bachelor’s degree in Business, Program Management, or a related field. Experience can be considered in lieu of a degree.
  • 12–15 years of relevant professional experience, or 10–13 years with a Master’s degree.
  • Proven experience in program and project management, including planning, execution, and successful delivery within defined scope, time, and budget.
  • Strong communication skills, with the ability to engage executive leadership and key stakeholders on matters of strategic importance.
  • Experience leading cross-functional teams and managing complex, multi-disciplinary initiatives.
  • Demonstrated expertise in risk management, resource planning, and program implementation.
  • Ability to recommend and implement new solutions, processes, and standards in support of strategic goals.
  • Strong problem-solving skills, capable of navigating and resolving complex, enterprise-level challenges.
  • Experience interacting with subcontractors, task leads, and support staff in large organizational environments.
  • Proficiency in project planning, budgeting, and tracking performance metrics.

PREFERRED QUALIFICATIONS

  • Master’s degree in Business Administration, Program Management, or related field.
  • Industry-recognized certifications such as PMP, PgMP, or Prosci Change Management Certification.
  • Experience working in government contracting, defense, or large corporate program environments.
  • Subject matter expertise in change management, process improvement, and program evaluation.
  • Demonstrated ability to influence strategic outcomes and drive adoption of new practices across departments or business units.
  • Advanced knowledge of industry standards and best practices in program and portfolio management.
  • Experience writing and managing project proposals and interfacing with senior clients or customers.
  • Expertise in tools such as MS Project, JIRA, Smartsheet, or other enterprise project management platforms.
