The Operations Manager 3, Senior provides classified-capable Operations Support Services to the Office of the Assistant Secretary of the Army for Installations, Energy and Environment (OASA IE&E) organization, to include the Offices of the Deputy Assistant Secretaries of the Army (ODASAs). The Operations Manager 3, Senior, will provide operations support for directorate-wide administrative processes (e.g., task management, internal controls, records management, travel coordination, etc.), facilitate coordination across OASA IE&E and ODASA elements, and multiple leaders and staff functions. These coordination functions are essential to the mission execution and continuity of leadership support.

Responsibilities:

  • Provide daily operational support to the OASA IE&E, which includes ODASAs and is not limited to meeting and schedule coordination, facilities and equipment management, and meeting logistics support.
  • Coordinate travel using the Defense Travel System (DTS) across the organization.
  • Schedule and reserve secure and non-secure conference rooms for classified and unclassified meetings.
  • Develop, implement, and maintain administrative SOPs, internal controls, and records management protocols for organizational documentation.
  • Develop decision-ready materials including executive summaries (EXSUMs), briefing books, talking points, and secure meeting packets.
  • Track and manage internal taskers, correspondence, and reporting requirements using SharePoint, Correspondence and Task Management System (CATMS), or TMT platforms.
  • Serve as the primary administrative official supporting planning, coordination, and execution of internal and external engagements.
  • Coordinate with IE&E staff and external stakeholders on IT systems, AV/VTC technology, and scheduling platforms.
  • Support organizational assessments, process reviews, and special projects on behalf of the leadership.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree
  • High school diploma or GED equivalent, and an additional 4+ years of experience may be used instead of a degree
  • 5+ years of relevant experience supporting senior government officials
  • Active Secret security clearance

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Proficiency using Microsoft Office Suite, SharePoint, Microsoft Teams, and workflow/tasking platforms (e.g., TMT, CATMS)
  • Experience preparing travel documents and managing authorizations in the Defense Travel System (DTS)
  • Strong writing, editing, and executive communications skills
  • Strong organizational skills and experience supporting Political Appointees, SES, or Flag/General Officers
  • Knowledge of Army Secretariat administrative procedures and executive support protocols
  • Ability to proactively manage taskings, logistics, and operational challenges
