The Operations Manager supports and serves as the alternate to the Project Manager in overseeing all aspects of contract performance at the Krome Detention Center in Miami. The APM ensures that all facility operations, maintenance, custodial, and support services are effectively planned, scheduled, executed, and documented within the CMMS and other required systems. This role requires a strong focus on compliance, safety, quality assurance, and customer service while fostering teamwork and operational excellence. Other key responsibilities include: Ensure safety compliance for all facility work performed by staff, vendors, and contractors Plan, direct, and coordinate facility operations, maintenance, custodial, and support services Oversee the scheduling, execution, and quality control of work performed by personnel, subcontractors, and vendors Manage procurement activities, including vendor bids, proposals, and service contracts Promote a positive work environment and reinforce a culture of safety, quality, and collaboration Coordinate and monitor the preventive maintenance program for all critical assets and equipment, ensuring compliance with contract requirements Identify, analyze, and mitigate operational risks associated with daily activities Serve as an alternate point of contact for the Government and corporate management team Manage and maintain accurate inventory records of all critical assets Support Project Manager and Supervisors in scheduling and workforce management Enforce professional conduct and safety regulations while escalating personnel issues to HR and management as required Develop and implement assessment plans, conduct audits and inspections in support of the Quality Control Plan Assist in hiring processes in compliance with collective bargaining agreements. Requirements High school diploma or GED required; college degree preferred Minimum of 5 years of supervisory experience in facilities operations and maintenance (O&M), preferably in a campus or multi-building setting. Previous experience as a Foreman, Supervisor, or senior-level trade professional strongly desired Bilingual (English/Spanish) with the ability to read, write, and communicate effectively in both languages Strong problem-solving, time management, and communication skills Ability to interpret and execute verbal and written instructions accurately Physically able to lift and carry 50+ pounds Willingness and availability to support on-call and emergency events U.S. Citizen or Permanent Resident with the ability to pass a federal background investigation Proficiency in computer use and applications relevant to facilities management. Desired Qualifications and Experience Technical trade experience in plumbing, electrical, HVAC, or security control systems Prior O&M experience in a federal facility Experience managing facilities within a detention or correctional environment Knowledge of access control, CCTV, fire alarm, and intrusion detection systems Hands-on experience with CMMS platforms, preferably IBM Maximo Licenses and Certifications Valid state driver’s license with a clean driving record OSHA 30 certification Forklift and/or equipment operator license Facilities industry certifications (FMP, CFM, or equivalent from BOMA, IFMA, etc.) preferred Professional trade licenses (e.g., electrical, plumbing, HVAC) preferred but not required. As a condition of employment, it may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results. Security Clearance It is mandatory that all Contractor personnel working onsite at federal facilities meet federal government security clearance standards. ICMS shall submit security clearance information for each employee, as required by current government identification card application procedures and future requirements as applicable. Location - Miami, FL 33194 Job Type – Exempt, Full Time Onsite Position (Telecommute will not be considered for this position) Salary - up to $90,000/annual Telecommute will not be considered for this position. Work schedules are subject to change based on client and company needs. This person will be on call regularly and available for and to respond to emergencies off shift.
