Utilities One Group is a leading provider of fiber/telecom and power infrastructure engineering and construction services. Our engineering teams support some of the nation's most ambitious broadband buildout programs, partnering with clients such as Brightspeed, regional ISPs, and rural broadband operators to design, permit, and deploy outside plant (OSP) fiber networks across the United States. We are growing our offshore engineering design capabilities in India to increase design throughput, extend our delivery hours, and provide cost-effective, high-quality OSP design services at scale. We are seeking an experienced and driven Operations Manager — Offshore OSP Engineering to lead, build, and manage our India-based fiber engineering design center. This role is the operational backbone of our offshore delivery model — responsible for staffing, quality, process integration, and day-to-day coordination with our onshore U.S. engineering teams. This is a high-impact leadership position for someone who combines deep technical knowledge of OSP fiber design with the operational and people management skills to run a high-performing offshore team. Key Responsibilities Offshore Team Leadership & Operations • Build, lead, and scale an India-based OSP fiber engineering design team of CAD designers, GIS technicians, and OSP engineers • Establish team structures, workflows, and capacity plans to support concurrent multi-project delivery • Manage hiring, onboarding, performance reviews, and career development for all offshore team members • Foster a culture of accountability, quality, and continuous improvement within the India design center Onshore–Offshore Collaboration & Coordination • Serve as the primary operational liaison between India design center staff and U.S.-based onshore OSP engineers and project managers • Facilitate daily/weekly standup meetings, project handoffs, and QC review cycles across time zones • Translate onshore project scope, client specifications, and design standards into clear deliverable packages for offshore execution • Ensure seamless communication, documentation, and design data management between onshore and offshore teams OSP Design Delivery Oversight • Oversee the production of aerial and underground fiber route designs, conduit pathway layouts, equipment placement plans, and splicing diagrams • Ensure all design deliverables comply with client specifications, applicable standards (NEC, NESC, local municipal requirements), and permitting requirements • Review and approve design packages including make-ready engineering, strand maps, BOMs, and construction plan sets • Support route feasibility analyses, GIS database management, and field data integration for design projects • Drive quality assurance processes — establish checklists, review cycles, and error-tracking metrics Process, Tools & Standards Development • Develop and maintain standard operating procedures (SOPs), design templates, and CAD/GIS standards for the offshore team • Implement and optimize the use of engineering tools including AutoCAD, MicroStation, GIS platforms (ArcGIS/QGIS), Katapult Pro, VETRO, or similar • Continuously evaluate and improve offshore workflows to increase throughput, reduce rework, and shorten design cycle times • Partner with VP of Engineering to define KPIs, SLAs, and reporting metrics for offshore design delivery Client & Stakeholder Support • Support onshore project managers and client-facing teams with design production timelines, capacity availability, and project status updates • Assist in preparing client-facing deliverables, design packages, and permitting submittals as needed • Participate in business development conversations related to offshore design capacity and capabilities Skills, Knowledge and Expertise 8+ years of experience in OSP telecom/fiber engineering design, with at least 3 years in a leadership or management role Strong technical knowledge of outside plant fiber design including aerial (NESC), underground (conduit/direct bury), and FTTx/FTTH architectures Demonstrated experience managing offshore or distributed engineering teams — preferably in India or a similar offshore delivery model Proficiency with OSP design tools: AutoCAD, MicroStation, GIS platforms, Katapult Pro, or similar industry tools Experience interpreting and designing to U.S. client specifications, utility standards, and municipal permit requirements Excellent cross-cultural communication skills with the ability to collaborate effectively with U.S. onshore teams Strong project management and organizational skills; ability to manage multiple concurrent projects and shifting priorities Fluency in English (written and spoken) required Preferred Quakification: Bachelor's degree in Electrical Engineering, Telecommunications Engineering, Civil Engineering, or a related technical discipline Experience supporting U.S. broadband deployment programs (BEAD, CAF II, rural broadband grants) Familiarity with permitting processes including ROW, municipal, utility pole attachment applications (NTTA, One-Touch Make-Ready) Prior experience working with ISPs, CLECs, or telecom subcontractors in the U.S. market PMP certification or equivalent project management credential a plus Work schedule: Monday - Friday from 5:30 PM till 1:30 AM Benefits Competitive salary package; Being part of an international, dynamic work environment; Professional development (seminars, courses); Opportunity to work in a fast-growing US based company with significant impact in its industry.
