Description Job Summary: The Operations Manager is responsible for overseeing the management and administration of on-street and off-street parking operations within a designated area. This role involves implementing parking policies, optimizing revenue collection, and ensuring compliance with parking regulations. The Operations Manager plays a critical role in enhancing the efficiency, accessibility, and revenue generation of on-street parking assets. Key Responsibilities: Parking Management: • Develop and implement parking policies, regulations, and enforcement strategies for on-street parking areas, including metered parking zones, permit parking areas, and loading zones. • Coordinate with municipal authorities, transportation agencies, and law enforcement to establish and maintain effective parking management practices, traffic flow, and curb space allocation. Revenue Optimization: • Develop pricing strategies, rate structures, and fee schedules for metered parking spaces to maximize revenue generation while balancing the needs of motorists and local businesses. • Monitor parking revenue collection, citation issuance, and payment compliance, analyzing data to identify revenue enhancement opportunities and operational efficiencies. Technology Integration: • Implement and oversee parking technology solutions, including parking meters, pay-by-phone systems, license plate recognition (LPR) technology, and digital payment platforms, to streamline parking operations and improve customer convenience. • Evaluate emerging parking technologies and trends, assessing their feasibility and potential impact on parking management strategies and revenue generation. Regulatory Compliance: • Ensure compliance with local parking regulations, ordinances, and permit requirements governing on-street parking operations. • Conduct regular audits and inspections of parking meters, signage, and infrastructure to verify compliance with regulatory standards and address any maintenance or repair needs. Community Engagement: • Collaborate with community stakeholders, business associations, and neighborhood groups to solicit input, address concerns, and foster positive relationships related to on-street parking policies and operations. • Organize public outreach initiatives, town hall meetings, and educational campaigns to increase public awareness of parking regulations, payment options, and transportation alternatives. Staff Management: • Recruit, train, and supervise parking enforcement officers, meter technicians, and administrative staff involved in on-street parking operations. • Establish performance metrics, conduct performance evaluations, and provide ongoing training and professional development opportunities to enhance staff effectiveness and morale.
