JOB DESCRIPTION

Jovian Concepts, Inc is looking to hire a Operations Research System Analyst (ORSA) for a great opportunity in the Annapolis Junction area.
A current and active TS/SCI Clearance with a Maryland Polygraph is required. No CCA’s will be accepted at this time.
As a Operations Research / System Analyst the individual will process Foreign Intelligence Surveillance Act (FISA) court orders, NSA and IC policies and procedures, Cybersecurity authorizations, and other authoritative documents into NSA’s corporate source system of record for authoritative documents. The individual will gather, organize, maintain, and provide access to the mission compliance rules contained in external authorities, Agency policy, and other documentation. The individual will be responsible for entering metadata and authority tags associated with multiple authority types into the authority repository, as well as creating new authority tags when required. Individual will support user acceptance training on the authority repository and provide training to users across the enterprise on the application and use of the authority repository.

REQUIREMENTS

A current and active TS/SCI Clearance with a Maryland Polygraph is required. No CCA’s will be accepted at this time.

  • 4+ years of combined experience applying operations research and decision analysis (DA) principles to support complex problem-solving within government and corporate environments.
  • Able to apply quantitative and qualitative techniques—including cost-benefit analysis, sensitivity analysis, risk modeling, and decision trees—to assess operational tradeoffs, inform executive-level decision-making, and optimize outcomes.
  • Ability to utilize structured analytic methodologies such as Multi-Criteria Decision Analysis (MCDA), Analytical Hierarchy Process (AHP), support strategic planning and resource allocation.
  • Ability to prepare thorough and comprehensive statistical analysis reports.
  • Experience in Microsoft Office products such as Excel, Word and PowerPoint

Desired Experience:

  • Experience showing flexibility to cope with a changing environment and short deadlines
  • Experience curating documents and rules support research
  • Experience showing ability to work both independently and as an effective team member
  • Experience in planning and organizing.
  • Excellent communication and customer skills (both verbal and written)
  • Experience as a SIGINT or Cybersecurity analyst OR strong working knowledge of NSA authorities
  • Experience with Agency Compliance policies and standards (understand legal rulesets)
  • Experience with JIRA and Confluence
