At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget.
Our Science & Technology directorates include National Security, Earth and Biological Sciences, Physical and Computational Sciences, and Energy and Environment. The Nuclear Sciences Division, part of the Energy and Environment Directorate, delivers science and technology innovations for the environment, energy, and national security. At a time when complex challenges are emerging on many fronts, we address some of the most challenging national and international nuclear issues. This includes providing technological solutions that protect the public health and safety around nuclear facilities, developing durable new materials for extreme nuclear environments, innovating new nuclear processes for the safety and security of the nation, and delivering new approaches for accelerating environmental cleanup of nuclear sites. The division’s capabilities and efforts are focused on environmental management of nuclear sites, nuclear regulatory processes, national nuclear security, and advancing nuclear energy.

QUALIFICATIONS

Minimum Qualifications:

  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience

Preferred Qualifications:

  • Derivative Classifier and Reviewing Official (DC/RO).
  • Familiarity with HCL Notes and Visio.
  • Familiarity with SRS site tours, badging needs, and meeting set-up/agendas.
  • Prior experience supporting Savannah River Site (SRS) and/or NNSA.
  • Demonstrated organization skills, written and verbal communications skills.
  • Ability to work effectively in a dynamic, fast-paced environment.
  • Strong interpersonal skills.
  • Demonstrated proficient use of multiple computer applications (Word, Access, Excel, PowerPoint, Outlook, SharePoint) and flexibility to adapt as software is introduced to the workplace.
  • Extensive document control/records management background.

SECURITY, CREDENTIALING, AND ELIGIBILITY REQUIREMENTS

As a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) Federal risk determination to maintain employment. Once you meet the three-year residency requirement thereafter, you will be required to obtain a PIV credential to maintain employment. The tier of federal background investigation required to obtain the PIV credential will be determined by job duties at the time you become eligible for the PIV credential.

Responsibilities

The Experimental and Computational Engineering Group is seeking an Operations Specialist to provide document management support to multiple programs and projects, while integrating operational capabilities, requirements, and solutions across research and support organizations. This work supports the National Nuclear Security Administration (NNSA) at the Savannah River Site (SRS) in South Carolina.
The incumbent will be required to work independently, while in communication with Project Manager(s), to ensure efficiency and accuracy. The products that the incumbent produces will be pivotal in maintaining good standing with sponsors, both internal and external. The multiple responsibilities of this position will be completed concurrently with minimal supervision, appropriate prioritization of work, independent judgement, adjusting to new or changing situations, and recognizing the need for additional resources and when management attention is required. The incumbent’s primary responsibilities will be performed as part of an integrated project team supporting Project Managers and project staff.

Duties will include, but are not limited to, the following:

  • Maintain situational awareness of operational needs and emerging regulatory requirements, providing analysis of options and recommendations to mitigate exposure to operational risk and reduce the frequency of operational upset conditions.
  • Coordinate operations and performs duties within the DOE and appropriate regulatory agencies requirements.
  • Document Management: Generate, issue, and track project documents, managing the production process for large technical documents. Establish an information and records storage and retrieval process utilizing PNNL and NNSA-based records management systems. Prioritize multiple responsibilities in meeting sponsor and PNNL-driven deadlines. Maintain knowledge of the continually changing operational environment and laboratory systems and procedures to ensure project managers and staff stay in compliance. Act as liaison between support organizations and Project Manager. Interact directly with sponsors and national laboratory and agency staff outside of PNNL. Identify, develop, and implement process improvements involving others, both internal to PNNL and involving projects for sponsors.
  • Document Control Administrator (DCA): Responsibility for the design, development and administration of a document library repository and database in SharePoint.
  • Verification of DOE Order, federal guide and procedure compliance, and state-mandated performance objectives identified for document control and records management.
  • Support management and staff for development / preparation / configuration management / document review, document formatting and editing.
  • Administration of shared folder information management/index maintenance and access designations.
  • Tracking/issuing and maintaining inventory of spare computing equipment and accessories.
  • Development of ad-hoc reports, correspondence, reviews, evaluations and presentations.
  • Performance of technical and editorial document reviews, comment compilation, tracking and reporting of contractor deliverables.
  • Compile and provide documentation for public release and Freedom of Information Act (FOIA) requests.
  • Performance of document research and data compilation.
  • Support department needs associated with organizing, scanning and cataloging classified documents.
  • Development and preparation of drawings, process cartoons, diagrams, sketches and flowsheets.
