POSITION SUMMARY

Reporting to the assigned Manager, the Ops Budget and Financial Analyst performs variance analysis, designs, and prepares financial and statistical projections. He/She/They ensure timely delivery of branch related financial data for various reports for internal and external clients, assists in annual branch budget process and leads the preparation of the year-end financial status of Operational Services, The position analyses reports and data extracts from the Commission’s core IT systems such as JDE1 and the Central Property System (CPS) and supports budget managers across Operational Services to access and interpret financial reports for their assigned business area. The position assists in preparing responses in accordance with government reporting mandates.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in business, economics, accounting, finance, or a related field.
  • Considerable experience in a computerized financial accounting environment managing high volume financial analysis, reporting, budgeting, and forecasting functions.
  • Considerable experience in managing large amounts of financial data utilizing advanced Excel features including Statistical Modeling, Data Simulations, Conditional Formatting, Index Match, VLOOKUP, Power Query etc.
  • Some experience in the public or not-for-profit sector.
  • Or an equivalent combination of education, training, and experience acceptable to the Employer.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Sound knowledge of budgeting and financial reporting functions within the public sector environment.
  • Sound knowledge of financial, accounting and reporting systems, processes, and controls.
  • Sound knowledge of accounting concepts and processes.
  • Some knowledge of government decision-making and policy development processes and structures.
  • Strong ability to use MS Office including advanced Microsoft Excel skills.
  • Working knowledge of financial modelling and analysis software.
  • Excellent written and verbal communication and interpersonal skills.
  • Excellent research, analytical, problem solving and conceptual thinking skills and ability to interpret complex financial data.
  • Good organizational and time management skills.
  • Excellent attention to details with high degree of accuracy especially working with numbers and dollars.
  • Ability to learn and understand mission-critical corporate enterprise applications and IT systems (i.e., JDE1 and WebFOCUS).
  • Ability to multiple tasks and work under tight deadlines with changing priorities.
  • Abiity to work independently as well as collaboratively with individuals from within and outside the department.
