POSITION OVERVIEW:

Providence Solutions is seeking a highly skilled Oracle Developer to sustain and modernize Oracle-based applications and data workflows. You’ll develop PL/SQL code and schema changes, implement data ingest/validation pipelines, tune performance, and support secure releases in a controlled lifecycle. Work includes upgrades beyond Oracle 19c to supported versions, support for Oracle APEX-backed features, and batch automation for analytics and reporting.

MINIMUM QUALIFICATIONS

  • Certification: Oracle OCP (or Oracle Developer certification) — required.
  • Experience: 5+ years hands-on Oracle Database development with strong PL/SQL; proven delivery of SQL/PLSQL solutions in production environments.
  • Skills/Tools: Oracle SQL Developer, APEX Builder (familiarity), Oracle Data Modeler; source control (e.g., Git); writing unit/integration tests; creating acceptance criteria and release notes.
  • Security/Readiness: U.S. citizenship; Tier 1 (Public Trust)/CAC eligibility; ability to follow secure SDLC practices and support compliance evidence requests.

PREFERRED QUALIFICATIONS

  • Experience with Oracle APEX application back-ends (page processes, Interactive Reports/Grids).
  • Knowledge of Oracle Spatial/Locator and generating geospatial/KML outputs.
  • Exposure to secure cloud environments (Azure/AWS Gov, IL4) and RMF-aligned delivery.
  • DoD 8570 baseline (e.g., CompTIA Security+) if performing privileged IA/IT functions.

Responsibilities
  • Data engineering in Oracle: Build and maintain PL/SQL procedures/packages, views, and materialized views; implement ETL/ELT processes for external data ingests; create reconciliation/exception reporting and data-quality checks.
  • Model/view updates: Translate SME-provided business rules into SQL/PL/SQL; update calculations, relationships, and statistical views; preserve functional parity and document acceptance evidence.
  • Performance & reliability: Profile/tune SQL and PL/SQL (e.g., indexes, hints, partitioning strategies), baseline performance pre-change, and retest post-change; troubleshoot defects to root cause.
  • Upgrades & migrations: Support database and APEX upgrades (beyond 19c), including schema refactoring, dependency analysis, and regression plans with rollback checkpoints.
  • Batch automation & outputs: Design scheduled jobs (DBMS_SCHEDULER), build export pipelines (CSV/JSON/XML/KML), and provide run books and validation logs.
  • Secure delivery & compliance support: Follow documented configuration/change controls; prepare technical artifacts (code/logic notes, release summaries); package current source files when code scans are requested; align work to secure cloud (e.g., IL4) environments as directed.
  • Collaboration & documentation: Partner with DBAs, APEX developers, QA, and technical writers; participate in status reviews; maintain clear, versioned documentation.
