Technology Digest, Inc. is a trusted IT services and staff augmentation partner supporting public sector clients nationwide. We are currently seeking an experienced Organizational Change Manager to join our team in Minneapolis, MN.
About the Role
This position requires a strategic leader who can design and implement effective change management strategies, foster cultural and operational readiness, and ensure successful adoption of new systems in a public safety context. The role involves significant engagement with multidisciplinary stakeholders and alignment with IT project teams.

Key Responsibilities

  • Develop and execute a comprehensive change management strategy for new technology implementations (e.g., early intervention systems).
  • Create and maintain a stakeholder engagement plan, ensuring collaboration across executive leadership, frontline staff, technical teams, and external partners.
  • Identify and address areas of resistance, including cultural, technical, and procedural barriers.
  • Support integration of multiple projects, identifying overlaps and streamlining initiatives.
  • Incorporate Human-Centered Design principles into solutions and services.
  • Provide regular progress reports to City and department leadership, aligned with key milestones.
  • Develop a long-term sustainment plan for adoption and continuous improvement.

Required Qualifications

  • Proven experience leading organization-wide change management initiatives in large organizations (500+ employees), preferably involving new technology implementations.
  • Strong background in stakeholder management, including executive leaders, technical teams, and community-facing staff.
  • Experience working closely with IT teams to align change management with system development, testing, and deployment.
  • Knowledge of project management tools and ability to align change management with project milestones.
  • Excellent communication, problem-solving, and leadership skills.

Preferred Qualifications

  • Public safety or law enforcement project experience.
  • Professional certifications in Change Management (e.g., Prosci, ACMP).

Work Environment

  • Hybrid: Combination of onsite work in Minneapolis and remote work flexibility.
  • Full-time role (up to 40 hours per week).
