POSITION SUMMARY

The Organizational, Operations and Justice Manager is responsible for strategic analysis & planning for the internal government functions for the Nation. This includes research, writing proposals, supervising consultants & staff as needed to implement projects identified. The scope of internal governance will include all programming and quality of life considerations for TRTFN citizens, particularly in Atlin and Whitehorse. This position works very closely with all managers of TRTFN

EDUCATION

· Bachelor’s degree in Business, Project Management or relevant degree from a registered Canadian post-secondary institution is required;
· Master’s Degree/ Master of Business Administration (MBA) preferred .
· Preferred certifications such as PMP (Project Management Professional) certification.

EXPERIENCE

· Proven experience managing complex, non-routine projects end-to-end .
· Experience working with Indigenous Nations.
· Experience liaising with Federal, Provincial, and Municipal governments and/or government stakeholders .
· 3-4 years project management experience at a senior/ strategic level preferred.
· Experience in strategic planning and execution.

Responsibilities

DUTIES AND RESPONSIBILITIES

· Manage the Organizational, Operations and Justice Manager department team and consultants.
· Design, in conjunction with experts a justice system for TRTFN including Tlingit Laws, identification of required justice workers including peacekeepers, restorative justice workers, Gladue justice specialists, Tlingit court representatives, legal advocates, victims support experts, or other justice team members.
· Ensure Citizens (example Matriarchs/Community Grandma’s Group) are actively involved in all Nation Building and decision making though providing support to the TRTFN governing bodies in reflection of the constitution and guiding documents including for elections and membership.
· Work towards restoring traditional Tlingit practices in governance and the workplace in coordination with the administration dept. and future culture & language department.
· Obtain funding for and recruit a citizenship registrar and work with them to build a citizenship database that tracks confidential information for vital statistics. The required work will be to ensure potential new citizens to TRT are reached and assisted with their applications both to obtain status and membership into the wolf and crow clans.
· Work with citizens and traditional specialists to continue to identify the clan houses for all new and existing citizens.
· Oversee the projects and processes for comprehensive community planning.
· Develop an inventory of all past community development planning and provide support services to the administration dept. in alignment with the leaders, citizens, elders, & management team to achieve a five-year TRTFN strategic plan. Ensure that plan is kept updated on an annual basis and plan for a new strategic 5-year plan upon request, every 4th year.
· Create an inventory of, track, and make available to all managers in coordination with the admin dept. all TRTFN legislations and polices upon request. This can be the foundation for a comprehensive records and information system for the government which needs to be researched on and worked towards.
· Also, maintain and support to the admin. dept. a second copy of all Joint Clan Meeting (JCM) and Clan Director Council (CDC} directives and be able to index and make available decisions upon request by other department.
· Provides support to the admin dept. and TRTFN governing bodies to ensure that elections are held in a manner reflective of the constitution elections, and membership guidelines and that all committees required are active with when required sufficient members as required and supported as needed.
· Participate on boards and committees as approved by the Chief Administrative Officer {CAO} to ensure TRTFN is representing on regional and national indigenous issues and is always aware of indigenous best practices in governance.
· Prepare an annual budget, report to the CAO on ongoing financial status for the department and seek additional funding to build the capacity of the government, ensuring excellence in services to the citizens in multiple areas. No expenditures will occur whether for staffing or programs above the funds budgeted for the governance and Justice department.
· Ensure that culture and language of the Tlingit is considered in all-program development.
· Oversee and lead special projects on areas such as membership/elections codes and other subject areas.
· Other related duties assigned by the CAO.
