    Description
    The Outpatient Pharmacy Buyer is responsible for the procurement, inventory management, and supply chain coordination of medications and pharmacy supplies across outpatient and specialty pharmacy operations. This role ensures that inventory is consistently available to meet patient care needs, remains cost-effective, and is compliant with applicable regulatory, financial, and accreditation standards. The Buyer works closely with pharmacists, technicians, wholesalers, manufacturers, and cross-functional hospital departments to support pharmacy operations.
    Responsibilities
  1. Procurement & Inventory Management
  • Procures prescription medications, over-the-counter items, and pharmacy supplies in accordance with formulary guidelines and patient volume.
  • Maintains optimal inventory levels across pharmacy locations; identifies and prevents potential shortages or excess.
  • Performs routine inventory counts, cycle counts, and reconciliation to maintain system accuracy.
  1. Vendor & Contract Management
  • Maintains primary communication with wholesalers and manufacturers; manages ordering through designated portals and platforms.
  • Reviews and reconciles invoices and purchase orders; addresses price discrepancies and returns.
  • Supports implementation and maintenance of contracts and pricing agreements as well as TPA administration
  1. Regulatory & Compliance
  • Ensures proper purchasing practices and documentation in compliance with DEA, FDA, state board regulations, and hospital policies.
  • Supports 340B inventory segregation and replenishment requirements if applicable.
  • Participates in compliance audits and accreditation surveys (e.g., ACHC, URAC).
  1. Data Reporting & Analytics
  • Tracks drug usage trends and purchasing patterns; creates and maintains reports for spend, shortages, and utilization.
  • Identifies cost-savings opportunities through generic conversions, therapeutic alternatives, or alternative wholesaler selection.
  • Collaborates with finance and administrative leadership to support budget planning and forecasting.
  1. Product Recalls, Returns & Shortages
  • Manages product recalls and returns per vendor or FDA guidance; ensures proper documentation and communication.
  • Coordinates with vendors to secure backorders or substitutions when shortages arise.
  1. Collaboration & Communication
  • Works collaboratively with pharmacy leadership, clinical staff, and supply chain teams to align procurement strategy with patient care priorities.
  • Participates in departmental meetings and quality initiatives.

Qualifications

  • Bachelor’s or entry-level business degree (accounting, operations, information systems, supply chain management) is highly preferred
  • 2 years minimum of pharmacy purchasing and/or supervisory experience (hospital setting preferred) but experience in similar or equivalent (preferably regulated environment) settings may qualify
  • Certified Pharmacy Tech (CPhT) and NYS Registered Pharmacy Technician preferred but not required
