Description Opening Date: September 19, 2025 Closing Date: October 3, 2025 Job Title: Outreach and Education Specialist Salary/Wage: $24.60/hr Tribal Level TL 114.1 Location: Siletz, Oregon Classification: Full-Time, Non-Exempt, Limited Duration Job Posting Number: 3589589 INTRODUCTION: The Community-Awareness-Respect-Empowerment (CARE) Program is a grant funded program which provides advocacy, direct services, education, and awareness about domestic violence, sexual assault and other forms of interpersonal violence. The CARE program empowers survivors by allowing each one to decide which services or actions may be appropriate for him or her in each individual situation. This person will develop relationships and collaborate with other program staff and community agencies to provide support to victims and families in which domestic violence, sexual assault, dating violence or stalking (DV/SA) has occurred. This person will work with other programs to institute a community education and prevention campaign to promote greater awareness of domestic violence and to educate Tribal members about resources available to victims and families when violence does occur. The Outreach and Education Specialist will work closely with the CARE Advocates and will cross-train with the Advocates to learn any tasks specific to that position. This is a full time position and requires flexible evening and occasional weekend working hours. Work will also involve local travel, as well as travel within and outside the state of Oregon for training and grantee meetings. DUTIES: Build infrastructure within the Tribe, the community and with other tribes for outreach and education on the issues surrounding domestic violence. Collaborate with other programs within the tribe to work toward the common goal of promoting a healthy community. Examples of other programs to collaborate with include but are not limited to; Behavioral Health, Drug and Alcohol Prevention, Home Visiting, Child Abuse, Medical/Clinic Staff, and Community Health Advocates. Work with partner agencies to provide a public education campaign that is designed to raise awareness among teenagers about healthy relationships, teen dating violence or sexual assault. Record or document all statistical data as needed, including grant writing and reporting. Attend various community functions and distribute information regarding the program and other resources available to DV/SA victims. Attend staff meetings and/or functions at My Sisters’ Place as needed. Assist in establishing support groups for AI/NA victims/survivors of DV/SA. Record or document all statistical data as needed, including grant writing and reporting. Assist Program Advocate and program partners in training Tribal government employees, the community and local agencies to increase their capacity to identify victims of DV/SA and to appropriately respond to their cultural needs. Design a monthly e-newsletter to be e-mailed to members on the existing distribution list. Promote and add new members to the e-mail distribution list. Design a monthly newsletter to be included in the Siletz News. Maintain safety of staff and clients. This position is also a mandatory reporter for child abuse/neglect. Funding source requires 10% of time be dedicated specifically for DV/SA prevention efforts. Support Community Health Programming, services, and responsibilities when funding is available. Participates in emergency response during Community Health impacted events when funding allows. Works part-time supporting or providing advocacy when program capacity requires it. Other duties as assigned. Requirements REQUIREMENTS: Associate’s degree in Criminal Justice, Social Work or similar field and one year of related experience – OR- an equivalent combination of experience and/or education. Knowledge of: The advocate must be aware of the cultural aspects of domestic violence within Tribal and rural communities. The role of community-based and tribally-based programs in the prevention, intervention, and treatment of sexual and domestic violence. Experience in: Communicate effectively using both verbal and written skills, including the ability to make presentations and work with diverse groups of people. Working with computers and office equipment including word processing, database, spreadsheets and publication software, preferred. Ability to: To understanding or willingness to learn the various components of domestic violence, sexual assault and the process of healing from trauma. Work with a wide variety of people, including clients, general public, community, tribal agencies and other agencies and to communicate effectively and relate to American Indian/Alaska Native (AI/AN) clients and program staff. Work independently toward broad objectives and be self-motivated to accomplish them. Plan and implement comprehensive program services. Work in situations where numerous diverse demands are involved. Be organized and to maintain confidential files and practice confidentiality of information and individuals as described in the personnel manual and State and Federal laws. Other: Must possess a valid driver's license, insurance and be eligible to drive a GSA vehicle.
