Kentucky Housing Corporation  Job Description Job Title: Paralegal II Regulatory Compliance  Work Group: Legal Services and Compliance FLSA Status: Exempt Reports to: Manager Legal Support Services General Purpose of the Job:  Paralegal II – Under general direction, provides a wide variety of complex administrative and professional legal support services to attorneys in the Legal Department. Prepares legal documents that require advanced legal knowledge of specific subject areas. Prepares and updates contracts and grant agreements, serves as backup to the Bankruptcy Paralegal, and assists with ad hoc projects and requests. Interacts across all levels of the corporation with internal clients and external parties, using discretion and independent judgment. Performs other duties and completes special projects assigned by the corporate attorneys or the Manager/Senior Paralegal. Communicates with outside partners and customers as needed. Regulatory Compliance Analyst - Responsible for conducting research, preparing policy recommendations and providing departments with regulatory change information, recommendations and assistance in coordinating implementation of necessary programmatic changes. As directed by the General Counsel, coordinates the corporate vendor management program. Essential Duties and Responsibilities: * Performs a wide variety of complex administrative and paralegal tasks in support of the Legal department. Prepares legal documents that require advanced legal knowledge of specific subject areas. Prepares and updates contracts and grant agreements, serves as backup to the Bankruptcy Paralegal, and assists with ad hoc projects and requests. Interacts across all levels with internal clients and external parties, using discretion and independent judgment. Communicates with outside counsel and others as needed. * Performs other duties and complete special projects as assigned by Manager/Sr. Paralegal or General Counsel. * Reviews and communicates the impact of various legislation and regulations related to vendor management and other corporate programs to ensure compliance. * Delivers effective advice on regulatory compliance requirements for various departments and provides guidance in establishing day to day regulatory compliance controls. * Assists departments in designing and implementing changes to business policies, processes and procedures as relates to vendor management and other regulatory requirements. * Assists departments in disseminating written policies and procedures related to compliance activities. * Assesses compliance and operational risks; develops risk management strategies for vendor management and other program compliance. * Assists departments in monitoring vendors for compliance with corporate vendor management policies. Knowledge, skills, and abilities required of the position:   Knowledge of: * Federal housing programs, laws and regulations * Grant programs/compliance monitoring * Word processing/spreadsheet applications such as Microsoft Word/Excel * Basic rules of grammar and business writing * Basic mathematic principles Skill in: * Collecting, analyzing and evaluating data * Dealing with a diverse group of external and internal contacts at all levels * Analyzing problems and reaching solutions * Developing, implementing and coordinating policies and procedures Ability to: * Plan and organize work activities * Prepare reports * Present ideas effectively * Handle sensitive/confidential information * Develop work plans and implement projects independently * Work in unsupervised environment Additional Information: Position requires knowledge of MS Office Suite products. Position requires strong analytical skills, including problem-solving and attention to detail.  Education Requirements: Bachelor’s Degree (B.A. or B.S.) from four-year college or university or equivalent. Paralegal II: This level of knowledge would normally be acquired through completion of a bachelor’s degree in paralegal studies and three years of paralegal work experience. Five (relevant) or seven total years’ of legal experience may be substituted for the degree requirements.   Regulatory Compliance Analyst: This level of knowledge would normally be acquired through the completion of a Master’s Degree program in legal studies, public policy or a related field of study. Four years’ significant experience with regulations and compliance in housing programs may be substituted for degree requirements. Experience Requirements: Requires more than three years, up to and including five years of related experience. Requires working knowledge of specialized practices, equipment, and procedures.  Paralegal II: Position requires more than three years’ experience working in an attorney’s office with a bachelor’s degree in paralegal studies. Without a paralegal degree, position requires a minimum of five (relevant) or seven (total) years’ experience working in an attorney’s office.   REGULATORY COMPLIANCE ANALYST: POSITION REQUIRES A MINIMUM OF 4 YEARS’ EXPERIENCE IN POLICY, REGULATION, AND/OR LEGAL ANALYSIS. MUST HAVE DEMONSTRATED EXPERIENCE READING, ANALYZING, AND INTERPRETING STATUTORY AND REGULATORY LANGUAGE. MUST HAVE ABILITY TO ORGANIZE AND TRACK RAPIDLY-CHANGING DATA AND TO COMMUNICATE THOSE CHANGES TO KHC STAFF. KNOWLEDGE OF HOUSING POLICY, MORTGAGE BANKING AND LOAN SERVICING PREFERRED.
